Requirements from the GaPSC

The Science of Reading is defined as empirically-based instruction that is grounded in the study of the relationship between cognitive science and educational outcomes. The term "scientific reading instruction" means an approach by which candidates learn to teach reading, which includes syllables, morphology, sound-symbol correspondence, semantics, and syntax, in a clear, systematic, and diagnostic manner. This approach holistically integrates speaking, listening, reading, and writing by offering explicit, systematic, and tailored instruction in areas such as phonological and phonemic awareness, syllable patterns, morphology, semantics, and syntax, ensuring a comprehensive and inclusive literacy development experience.

Timeline

October 18, 2023

• Readiness Assessments and Action Plans were due to GaPSC. 

October 18 – 23, 2023

• GaPSC staff received Readiness Assessments and Action Plans, and began checking, filing and preparing them for internal review.

October 23, 2023

• GaPSC staff began reviewing Readiness Assessments and Action Plans utilizing internal staff instructions and templates/forms. 
• GaPSC staff also conducted calibration exercises for inter-rater reliability to assure consistency of review of Action Plans, and formative feedback to EPPs. 

December 8, 2023

• EPPs will receive formative feedback from GaPSC to assist EPPs in their reflection and further planning for full implementation. 
• EPPs will not be asked to resubmit Action Plans and artifacts to the GaPSC.  GaPSC staff will not need to see additional information at this time.

October 2024

• EPPs will provide evidence of full implementation of the action steps detailed in the Action Plans. 
• GaPSC staff plan to provide additional guidance and submission instructions for October 2024 to EPPs by February 1, 2024.

Fall 2025

• EPPs will be expected to address the standards of Rule 505-3-.03 Foundations of Reading, Literacy and Language  during their approval reviews. 
• There will not be the expectation of additional artifacts beyond those required for the approval review.  EPPs will not submit additional artifacts to the GaPSC in the Fall of 2025.
