�1.Introduction�

  • “If education is identical with information, the libraries the greatest sages of the world and encyclopedias are the greatest Rishis” -Vivekananda.
  • National Educational Policy 2020 (NEP) intended to focus on Library as essential service in the context of the Schools / Colleges / University systems in India. The services provided by the Libraries presents a set of advantages to play most significant role in study, research, education and skill development.

2. What is NEP?

  • As Wikipedia say “The National Policy on Education (NPE) is a policy formulated by the Government of India to promote and regulate education in India. The policy covers elementary education to higher education in both rural and urban India. The first NPE was promulgated by the Government of India by Prime Minister Indira Gandhi in 1968, the second by Prime Minister Rajiv Gandhi in 1986, and the third by Prime Minister Narendra Modi in 2022.”

�3.Why it is needed?�

  • The purpose of the education policy and system is to develop good human beings capable of rational thought and action possessing compassion and empathy, courage and resilience, scientific temper and creative imagination with the sound of ethical moorings and values.
  • It aims at producing productive, engaged, selective and contributing citizens for building an equitable, inclusive and plural society as envisaged by the Indian constitution.
  •   The New Education Policy 2020 (NEP2020) the first education policy of the 21st century to replace the 34 years old National Policy on Education (NPE), 1986. The NEP 2020 is based on the foundational pillars Access, Affordability, Equity, Quality, and Accountability.

What is NEP 2020 ?

  • NEP 2020 is the first education policy of the 21st century and replaces the thirty-four year old National Policy on Education (NPE), 1986. Built on the foundational pillars of Access, Equity, Quality, Affordability and Accountability, this policy is aligned to the 2030 Agenda for Sustainable Development and aims to transform India into a vibrant knowledge society and global knowledge superpower by making both school and college education more holistic, flexible, multidisciplinary, suited to 21st century needs and aimed at bringing out the unique capabilities of each student.

What is NEP 2020?

  • The policy has been formulated after a very detailed consultative process, unprecedented in depth and scale. Consultation involved over 2 lakh suggestions from 2.5 lakhs Gram Panchayats, 6600 Blocks, 6000 ULBs, 676 Districts.
  • The MHRD had initiated a collaborative, inclusive, and highly participatory consultation process from January 2015.
  • In May 2016, ‘Committee for Evolution of the New Education Policy’ under the Chairmanship of Late Shri T.S.R. Subramanian, Former Cabinet Secretary, submitted its report.
  • Based on this, the Ministry prepared ‘Some Inputs for the Draft National Education Policy, 2016’. In June 2017 a ‘Committee for the Draft National Education Policy’ was constituted under the Chairmanship of eminent scientist Padma Vibhushan, Dr. K. Kasturirangan, which submitted the Draft National Education Policy, 2019 to the Hon’ble Human Resource Development Minister on 31st May, 2019.
  • The Draft National Education Policy 2019 was uploaded on MHRD’s website and at ‘MyGov Innovate’ portal elicitin views/suggestions/comments of stakeholders, including public.

�Salient features of NEP 2020

  • Universal Access to education at All Levels of schooling from pre-primary school to Grade 12;
  • Compulsory education for all children between 3-6 years;
  • Curricular development and new Pedagogical Pattern (5+3+3+4);
  • Establishment of National Mission on Foundational Literacy and Numeracy;
  • The medium of instruction up to Grade 8 and beyond, will be the home language/mother tongue/local language/regional language;
  • Yearly Assessment - Board exams to held twice in a year, one main examination and one for improvement, if desired;
  • Setting up of a new National Assessment Centre, PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development)
  • Establishment of BAL BAVANS
  • Common Entrance Exam

��The metamorphose roles of school libraries and librarians in the 21st century.

  • “Librarians are in the sweet spot of education,” Valenza said. The school libraries are considered as the nerve centres of knowledge which serve the students and staff members with needed information recourses and act as vital partners in the collaborative learning activities.
  • The school Libraries play an essential role in local communities by providing access to information and resources, supporting literacy and education, promoting lifelong learning, and serving as a community gathering space. Young brains should be instilled with a lifelong learning perspective and ability to generate new and creative job solutions from an early age.
