Statistics Norway (SN) has actively contributed to

  • GSBPM
  • GSIM
  • GAMSO
  • CSPA
  • Modernisation Maturity Model and the Roadmap for implementing Modernstats Standards

GSBPM - Changes made in SN version

  • Translation into Norwegian
    • SN version of the business process model in 2008
      • in Norwegian as a reference model for internal and national communication and collaboration
      • in English in order to participate in GSBPM revisions v3 -> v5
  • Addition of a finer level of details which is not in the GSBPM already (the GSBPM currently consists of two levels: phases and sub-processes)
    • Our national version has four levels
  • Modification of phases which are in the GSBPM already
    • Sub-processes in Process and Analyse phases were changed and moved between phases
  • Addition of new sub-processes which are not in the GSBPM already
  • Modification of sub-processes which are in the GSBPM already

GSBPM - Benefits experienced in SN

  • Ease of internal SN communication
  • Ease of external communication with other Norwegian government organisations, other statistical organisations and data archives
  • Ease of comparing processes and identifying inefficiency within SN
    • Mapping of individual business processes to demonstrate similarities and identify opportunities for improvement (Lean methodology)
  • Facilitate re-using/sharing of methods, service or capability within the organisation
  • Facilitate re-using/sharing of methods, services or capability with other organisations

GSIM - Changes made in SN version

  • Translation into Norwegian from GSIM v1.1
      • Presentation
      • Brochure
      • Communication document
      • Glossary
      • Design principles
      • Specification document
  • Addition of new information objects which are not in GSIM v1.1
    • Population Register, Target Population, Survey Population, Person, Household, Enterprise, Establishment
  • Modification of information objects (e.g. definition, attributes, relationship, etc.) which are in the GSIM
    • Definitions and relationships are unchanged, but more attributes are added.

Lessons learned: It takes time to communicate GSIM. It takes time for management & individuals to become familiar with the model. Communication needs to be at the appropriate level in the appropriate context.

GSIM - Benefits experienced in SN

  • Ease of internal SN communication
  • Ease of external (with other government organisations or data provider/consumers) communication
  • Facilitate re-using/sharing of methods, service or capability within the organisation
  • Facilitate re-using/sharing of methods, services or capability with other organisations e.g. data archives - They use DDI, have contributed to the development of GSIM and are interested in better documentation of data from statistical organisations.
  • Potentially reducing the number of silo systems that have to be maintained – We are systematically mapping our systems to GSIM
