Ongoing Rent Assistance Available from NYC HRA

Shelter Allowance

    • Payments from HRA to help with rent for households with full Cash Assistance
    • This can include money that has already issued on behalf of the tenant that the landlord hasn’t received or hasn’t cashed.

FHEPS

    • Family with a minor child
    • At least one open PA shelter case in the household
    • Monthly rent and rent arrears within FHEPS limits ($20k until 12/31/22)
    • Tenant can seek a FHEPS provider to submit the application
    • Tenants can apply through the four ways described

FHEPS available without a lawsuit for nonpayments until 12/31/22.

Via Access HRA Mobile App and Document Upload App or HRA Website and delivering documents - https://a069-access.nyc.gov/accesshra/

If this is for household with income other than CA, fill out an application for Cash Assistance and check off box for rent arrears and upload identity and rent documents. 

If there is an open CA case, household must submit a special request for rent arrears on the Web or Mobile App and Document Upload App. 

Note wherever you can on the application that you want to be considered for FHEPS.

Home Visit: If you have a disability or needs a reasonable accommodation 

Call the HRA Office of Constituent Services (OCS) 212-331-4640, or e-mail constitutentaffairs@dss.nyc.gov, or FAX at 212-331-4685 & 212-331-4686. 

Let them know you want to apply for FHEPS. HRA can schedule a home visit or phone appointment depending on your need. Make sure to ask how long the wait will be before you are called or visited by an HRA to start the process. 

Identify any documents will need to be copied, labeled and sent to the center.

ANOTHER WAY AN APPLICATION CAN BE PROCESSED IS VIA A PAPER APPLICATION. 

THIS WILL TAKE LONGER THAN ACCESS HRA BUT MAY BE THE BEST WAY FOR TENANTS WITHOUT ACCESS TO TECHNOLOGY AND NO OPEN CASH ASSISTANCE

CHECK OFF THAT RENT ARREARS ARE NEEDED. ASK HRA INFOLINE WHERE TO MAIL, FAX, OR DROP OFF APPLICATION AND SUPPORTING IDENTITY AND RENT DOCS. LET THEM KNOW YOU'RE APPLYING FOR FHEPS.

Scheduled Appointment

    • As a last resort, households can schedule an appointment at an open Center in NYC. 
    • Call HRA Infoline at 718-557-1399 to request an appointment. 
    • You  can use an HRA self-serve computer to fill out an application and can drop off copies of documents in person. 
    • You should receive a call back to review the application at home.

REQUEST A FAIR HEARING IF YOU GET A REJECTION. DO NOT WAIT.

    • Available to veterans, APS clients, formerly homeless (shelter resident), rent-controlled
    • Income must be under 200% of the Federal Poverty Level
    • Tenants can apply through HomeBase

CityFHEPS available without a lawsuit for nonpayments until 12/31/22.

    • Available to individuals with HIV/AIDS
    • Provides a “one-stop” space for program members to receive assistance
    • Has access to housing programs as well
