About Texas Panhandle Centers (TPC)

Before September of 2000, Texas Panhandle Centers was two organizations: Texas Panhandle Mental Health Authority (TPMHA) and Amarillo State Center (ASC). In 2000, with the merger of TPMHA and ASC, Texas Panhandle Mental Health Mental Retardation was formed.

On December 13th, 2010, Texas Panhandle Mental Health Mental Retardation began doing business as Texas Panhandle Centers Behavioral and Developmental Health. This change was made to better reflect the agency’s focus of service, as well as reflecting our goal of erasing stigma attached to intellectual disabilities.

Local Mental Health Authorities provide mental health services to all communities within their service area.

Texas Panhandle Centers also serves persons with intellectual and developmental disabilities (formerly referred to as mental retardation) and children with developmental delays from birth to three years of age.

Texas Panhandle Centers serves communities in the top 21 Counties of the Texas Panhandle with centers in seven locations: Amarillo, Borger, Clarendon, Dumas, Hereford, Pampa and Perryton.

Texas Panhandle Centers Family and Youth Services (FAYS) program focuses on youth ages 0-17 or older if the youth is attending high school and meets eligibility guidelines of:

  • Family Conflict
  • School Attendance Issues
  • Delinquency
  • Elopement (Running Away)

FAYS highest priority is to support youth remaining in their homes.

Youth who have been adjudicated and convicted of either a misdemeanor or felony offense are NOT eligible for FAYS services.

Children’s Mental Health and Behavioral Health Services

Texas Panhandle Centers Children’s Behavioral Health provides services to children and youth ages 3-17.

Special Noted Exclusions:

  • Intellectual or Developmental Disabilities (IDD)
  • Autism Spectrum Disorder (ASD) (if it is the primary diagnosis)
  • Other serious cognitive or functional impartments

This is due to the level of treatment needed that is outside of the scope of Children’s Behavioral Health services.

Children’s Behavioral Health Services include:

  • 24 Hour Crisis Services
  • Assessment Services to determine eligibility and treatment preferences of the child/family seeking services.
  • Care Coordination and a designated Care Team to organize consumer care activities to achieve safer and more effective care.
  • Case Management Services that can range from basic to intensive. Case Management focuses on the preferences and needs of the child and family including services and treatment planning, assessment, monitoring, crisis prevention, trauma informed care, and strength-based solutions.

Family Partner Services

The Family Partner Program is a peer-oriented service program based on the Certified Family Partner’s (CFP) shared lived experiences.

YES (Youth Empowerment Services) Waiver

The YES (Youth Empowerment Services) Waiver Program is a 1915(c) Medicaid program that helps children and youth with serious mental, emotional and behavioral difficulties to live and thrive in the home and community.

The YES Waiver program provides intensive services delivered within a

strengths-based team planning process called Wraparound.

Wraparound builds on family and community support and utilizes YES services to help build your family’s natural support network and connection with your community.

YES Waiver services are family-centered, coordinated, and effective at preventing out-of-home placement and promoting lifelong independence and self-defined success.

Program Goal:

  • Reduce the amount of time children are out of their home and community because of a mental health need.
  • Expand available mental health services and supports.
  • Improve the lives of children and youth.

To participate in the YES waiver, your child must:

​

  • Between the ages of 3 and 18 years of age
  • Have serious mental, emotional and behavioral difficulties
  • Have a qualifying mental health diagnosis
  • Be at risk of being placed outside of their home due to their mental health needs
  • Meet criteria of psychiatric hospitalization
  • Be eligible for Medicaid

(Special YES Waiver Medicaid so parent’s income does not apply)

  • Currently live in a home setting with a legal guardian or on their own if they are legally emancipated
