Article 2 Rights and Responsibilities What is changing 2025-2028
2.1.3 Each bargaining unit member has a professional right and obligation to sign a contract of employment that sets forth the terms and conditions of employment. New bargaining unit members hired at the beginning of the school year will receive their contract by August 1st. Current bargaining unit members receiving a new contract will receive their contract no later than June 30th before the beginning of the new school year. Bargaining unit members hired on or after July 1st, will receive their contract within thirty (30) work days of their hire date.

Article 2.4 - Rights and Responsibilities (NEW Article has been added in the new CBA 2025-2028)
2.4 The District shall make the agenda and minutes of each meeting, including public and non-confidential support material of the Board of Education, available to the Union at approximately the same time that they are made available to the members of the Board of Education.
2.4.1 The Union, through its representative, shall have the right to speak on any item on the Board meeting agenda and at any Board committees and/or District task force meetings.
2.4.2 The Union shall be guaranteed the right to speak on non-agenda items at all meetings of the Board of Education if it (the Union) so desires.

Article 4 Professional Rights 2023-2025 contract
4.6.1 The District in consultation with UASF shall develop action steps that are legally sound in an effort to effectively support bargaining unit members who have students, parents, family, and community members at their sites who disrupt their ability to discharge their duties and responsibilities as a leader.

UASF – Key Changes Blue - New Language
5.5.1.1 2025 - 2026 School Year - Effective July 1, 2025, the salary schedules (Appendix A and E) shall be adjusted to reflect a salary schedule adjustment increase of $7,521 for each cell. Upon adjusting each cell, the salary schedules shall be adjusted to reflect a two percent (2%) increase.
5.5.1.2 2026 - 2027 School Year – Effective July 1, 2026, the salary schedules (Appendix A and E) shall be adjusted to reflect a two percent (2%) increase.
5.5.1.3 2027 - 2028 School Year – Effective July 1, 2027, the salary schedules (Appendix A and E) shall be adjusted to reflect a 2 percent (2%) increase.

5.19.6 The District and Union agree to hold regular Contract Administrative Committee (CAC) meetings with Labor Relations on an agreed upon schedule.

4.11.6 The District and Union agree to hold monthly or as otherwise agreed upon Contract Administrative Committee (CAC) meetings with Labor Relations and Human Resources. The Superintendent or their designee will ensure that the appropriate personnel will either attend the meeting or provide the requested information whenever possible.

Article 5.3.3
5.3.3 Any bargaining unit member involuntarily transferred to a lower paying position will continue at the same dollar amount for the remainder of their contract. If the salary range of the new position is higher the bargaining unit member will receive the higher range.

Article 5.3.3 What is changing 2025-2028
5.3.3 Any bargaining unit member who has received a March 15th notice of layoff, reassignment, or is being involuntarily transferred to a lower paying position or to another bargaining unit because of a negative performance evaluation and/or a negative recommendation from their immediate supervisor, that bargaining unit member will be placed at the corresponding salary schedule to the position in which they are being transferred to/placed in.

Article 5.3.4 (Paused in CBA 2025-2028)
Per the Tentative Agreement reached on October 27, 2025, UASF is pausing 5.3.4 effective July 1, 2026 through June 30, 2028
5.3.4 Existing District employees who are newly appointed to the UASF bargaining unit shall be placed on the step of the UASF salary schedule range that represents no less than $10/day increase above the per diem pay rate they would have received without promotion. Said per diem minimum salary placement shall also apply to bargaining unit members promoted from one UASF classification to another.

Article 7 Leaves 2023-2025 contract
7.1.1.2 Each school year a bargaining unit member may use up to half or their annual sick leave allowance for immediate family illness. In no event shall said utilization, when combined with the immediate family provisions of 7.1.1 above, result in the utilization of more than seven (7) days, forty-nine (49) hours per year of paid leave for immediate family illness. In the event of a local, state, or national emergency, or in the event that local, state or national authorities issue guidelines to shelter in place, bargaining unit members will not have to use personal sick days in accordance with local, state and federal guidelines.

7.1.1.2 Each school year, a bargaining unit member may use up to half of their annual sick leave allowance for immediate family illness. In no event shall said utilization, when combined with the immediate family provisions of 7.1.1 above, result in the utilization of more than thirty (30) days, two hundred ten (210) hours per year of paid leave for immediate family illness. The bargaining unit member may be required to provide
documentation of the family illness by their supervisor.

Article 7.1.13 Sabbatical Leaves (Paused in CBA 2025-2028)
Per the Tentative Agreement reached on October 27, 2025, UASF is pausing all sabbatical leaves effective July 1, 2026 through June 30, 2028.
7.1.13 Sabbatical leaves: The percentage of sabbatical leaves granted for a school year shall be the same as the net COLA percentage increase that the District received from the State in the prior year. In no event, however, shall the percentage of sabbatical leaves granted be less than 1% or more than 2%. Upon District agreement, a bargaining unit member’s request for a split year or a half-year sabbatical leave shall be granted. The District’s determination of approval or denial for said sabbatical leave requests shall be final and binding and not subject to the grievance provisions of Article 11 of this Agreement.

Article 9.2.4.1 Appointments, Transfer & Reassignment (New Language in CBA 2025-2028)
9.2.4.1 Any bargaining unit member completing two years in an administrative position holding an intern administrative services credential, a permit or waiver, and who is on track to complete their credentialing requirements but might not satisfy their program requirements before May 15 of the current school year or the time of the administrator contracts being issued (whichever comes first) will be granted an additional one (1) year contract if they remain qualified to hold their position for the following school year.
9.2.4.2 At the conclusion of the additional one (1) year contract term as listed in 9.2.4.1, if the bargaining unit member earns a Preliminary or Clear Administrative Services credential to continue in their administrative position, they will be issued a three (3) year contract per 9.2.3 above.

Article 15.7 Priority Enrollment for Children of School-Based Bargaining Unit Members (New Language in CBA 2025-2028)
15.7 Children of school based bargaining unit members who reside in the district shall have priority, after all other tiebreakers but before “all other students” and in accordance with the ranking on their child’s enrollment application, for attendance at the school where the school based bargaining unit member is assigned (e.g., if the school based bargaining unit member ranks their school site as their third choice on their child’s application, their child will receive priority to the school based bargaining unit member’s school site if they do not receive their first or second choice school sites listed on the enrollment application).
