Traditional Districting Principles

    • Be composed of contiguous territory
    • Be geographically compact
    • Preserve “identifiable communities of interest
    • Be bounded by natural and/or man-made boundaries
    • Minimize voters shifted to different election years
    • Preserve the core of existing election areas
