What is ELD? What happened to ESOL?
Our program is still here! We aren’t going anywhere, and we are ready to continue to teach and support our students!
MCPS is making a transition to update terminology in our program.
English for Speakers of Other Languages Program (ESOL Program) will now be referred to as the:
English Language Development Program (ELD Program)
Our ESOL students or English Language Learners will now be referred to as:
Emergent Multilingual Learners (EMLs)
The Why Behind These Changes in Terms
Emergent Multilingual Learner (EML)
Replaces English Language Learner (ELL) English Learner (EL) ESOL Student Limited English Proficient | · Some students already speak two or three different languages by the time they learn English in school. The term Emergent Multilingual Learners (EML) allows us to reflect that they are adding English to their linguistic repertoire. · “Emergent” denotes a student is in the process of becoming multilingual and differentiates from students who are already multilingual and not in the process of learning English. · A student who is EML has been identified as an English learner as defined by the Maryland State Department of Education and the Every Student Succeeds Act (2015) · Example usage: Emergent Multilingual Learners (EMLs) benefit from integrated content and language instruction. |

teaching and my sixth year teaching at Diamond.
Something unique about me is
that I have lived in seven countries! I have a son
named Zachary and a daughter named Tallulah. I love
art museums, walking in the woods, yoga and cooking.

Hello,
I am Mrs. Valouiski. I have been working as an ELD teacher at Diamond ES for 13 years. I enjoy travelling with my two wonderful daughters and my lovely husband, as well as reading classical literature.

I am Ms. Liu. I am from Taiwan.
This is my first year teaching as an ELD teacher. Prior to that, I had been a third grade teacher for 11 years. I am very excited about my new role at Diamond ES.
My daughter Audrey is attending second grade this year. This summer, my family went on many camping trips to explore the nature.
I am looking forward to a great year working with your children.

I am looking forward to my third year as an ELD teacher! This is my 13th year of teaching, and my 10th year at Diamond ES- Go, Diamond Dolphins! I taught kindergarten at Diamond before becoming an ELD teacher. I am looking forward to working with and learning from my students again this year! I have a son named Cooper and a daughter named Addison. I love getting outside, spending time with family and friends, and reading!
Goal
The Montgomery County Public Schools ELD program is designed to empower Emergent Multilingual students to master academic English to thrive in school, college, careers, and as global citizens. The education of students learning English as a new language is a collaborative responsibility shared by the ELD teacher, the classroom teacher, all other appropriate MCPS staff, as well as the Emergent Multilingual Learner.
ENGLISH LANGUAGE DEVELOPMENT IN ELEMENTARY SCHOOL IN MCPS
Kindergarten through Grade 5
Students who receive English Language Development services receive direct language instruction while receiving support to successfully access grade level content. Classroom teachers provide Emergent Multilingual Learners with supports to access grade level content using academic English.

Identification of Students Eligible for ELD Screening
MCPS has incorporated the Maryland Home Language Survey into the New Student Information Form. If two or more of the three questions indicate a language other than English, then the student should be screened.

Parent Notification Letters (PNLs)
A Parent Notification Letter (PNL) is sent home to parents to notify them that their student has qualified for ELD services and will be receiving instruction to support them in English Language Development. Please sign and return to the school either affirming the enrollment into ELD or refusing the placement in ELD services. Thank you!
Accommodations/EL Plans
EMLs are entitled to specific EL accommodations, if needed. Accommodations are intended for instruction and state assessments. EMLs may receive certain accommodations to help provide access to grade-level content and materials.
Parent/guardian signatures are required on EL Plans for students in grades 3-5. We will send these home within the next week.
Report Cards
You will be able to see how your child is progressing in the ELD program and with their English language proficiency on his/her report card at the end of each marking period.
Your child’s ELD teacher will assign a proficiency level in the 4 language domains: Listening, Speaking, Reading, and Writing. ELD teachers will also attend as many Parent-Teacher conferences as they can in November.
