McKinley Climatic Hanger�Eglin AFB

  • Scope – engineering, upgrade of historic landmark

  • Create test environment including -80F to 170F, 15 in/hr rainfall, 60 kt winds
  • Test article operates in the hanger during test

  • Client – Sheikh of Dubai, who wanted to be intimately involved in design evolution
  • Airport is free trade zone so not just a terminal but a shopping complex

Challenges

  • Structures were architects dream and engineering/construction nightmare
  • Conceptual/preliminary engineering in SF and detail design in New Delhi. Different time zones permitted engineering around the clock
  • Use of virtual reality to expedite client decision making during design evolution

AT&T Wireless -Nationwide Build out of 2G Network

  • Scope – RF engineering, site acquisition, engineering, procurement and construction management
  • Most local markets were AT&T acquisitions, lots of variables in work practices

Challenges and Solutions

Biggest challenge was the variation in local markets- work methods, design approach, procurement/contracting methods. What we put in place by the beginning of year 2:

  • Standard specifications
  • Nationwide purchase agreements ( $16 M in savings for antennas alone)
  • Standard designs for common elements of most cell sites
  • Standardized work methods and progress reporting
  • Staging and preload of equipment shelters – JIT delivery
