Overview-Grant Purpose

This funding is designed to assist immigrants and other individuals who are English language learners in:

(1) Improving their reading, writing, speaking, and comprehension skills in English; and mathematics skills and

(2) Acquire an understanding of the American system of government, individual freedom, and the responsibilities of citizenship, including instruction on the rights and responsibilities of citizenship and civic participation.

Overview- Grant Outcome

(1) prepare adults who are English language learners for, and place such adults in, unsubsidized employment in in-demand industries and occupations that lead to economic self-sufficiency; and

(2) integrate with the local workforce development system and its functions to carry out the activities of the program.

Eligibility-organizations

Any organization that has demonstrated effectiveness in providing literacy activities for eligible individuals (as defined in CFR 463.24) seeking federal Adult Basic Education (ABE) funding, which may include:

(a) A local educational agency;

(b) A community-based organization or faith-based organization;

(c) A volunteer literacy organization;

(d) An institution of higher education;

(e) A public or private nonprofit agency;

(f) A library;

(g) A public housing authority;

(h) A nonprofit institution that is not described in any of paragraphs (a) through (g) of this section and has the ability to provide adult education and literacy activities to eligible individuals;

(i) A consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described in any of paragraphs (a) through (h) of this section;

(j) A partnership between an employer and an entity described in any of paragraphs (a) through (i) of this section.

(k) Any other entity that has demonstrated effectiveness in serving eligible individuals.

Eligibility -past demonstrated effectiveness

A1.An eligible provider must demonstrate past effectiveness by providing performance data on its record of improving the skills of eligible individuals, particularly eligible individuals who have low levels of literacy, in the content domains of reading, writing, mathematics, English language acquisition…

A2.An eligible provider must also provide information regarding its outcomes for participants related to employment, attainment of secondary school diploma or its recognized equivalent, and transition to postsecondary education and training.

Eligibility -demonstrated effectiveness continued

There are two ways in which an eligible provider may meet the requirements in paragraph (A1) of this section:

(1) An eligible provider that has been funded under title II of the Workforce Innovation and Opportunity Act must provide performance data required under section 116 to demonstrate past effectiveness.

(2) An eligible provider that has not been previously funded under title II of the Workforce Innovation and Opportunity Act must provide performance data to demonstrate its past effectiveness in serving basic skills deficient eligible individuals, including evidence of its success in achieving outcomes listed in paragraph (A1) of this section.

Funding

Minimum award amount: $20,000

Maximum award amount: $150,000

Selected applicants will be notified of their funding for July 1, 2023—June 30, 2024, in the spring of 2023. Applicants selected for funding July 1, 2024—June 30, 2025, will be notified in the spring of 2024. Both are contingent upon submission of a second- and third-year budget, program performance, and availability of funds

Items that are new from previous IELCE grant opportunities

  • The assurances include two new items:

A. Grantee will participate in a minimum of 20-26 hours of Integrated Education and Training (IET) professional development provided by ATLAS during the first year of the grant July 1-June 30th, 2023.

B. Grantee will have an Integrated Education and Training (IET) form approved by MDE no later than June 30, 2023.

  • The application narrative includes a new component on Diversity and Equity.
