Update from Hefin David MS/AS

  • In February Hefin gave evidence to the Senedd’s petitions committee, on estate management companies.
    • Complex issue which has responsibilities entangled by both Welsh and UK Governments. However, the good news is that the committee confirmed that they will be conducting an inquiry into the landscape/effects around estate management companies. Councillors and MPs are also seeing and reporting similar problems in England.
    • Others have suggested that the opportunity for other companies to compete for the work would keep management companies on their toes and ensure a high level of service provision; given that there appears to be no review of the performance of these companies.

  • Hefin also met with CCBC and Transport for Wales in January who agreed to resolve the issue of maintenance of the cycle track. Clive Campbell (CCBC) is still waiting on the updated licence from TfW, for this to be resolved.

History and Activities - Mike Sullivan

  • Established in 2017 .
  • Covid prevented the last three AGMs so this is a summary of issues we have tackled.
  • Funding – We have been fortunate to receive some funding to support administrative costs from CCBC and Gelligaer Community council so there is no cost to residents.
  • Meadfleet – in the past we negotiated a one-off reduction in bills due to lack of work, planting of some bulbs and new trees in specific areas. Unfortunately, following some unfavourable press reports, Meadfleet will no longer work with us as a group unless we can show active participation by a large number of residents (over 60%)
  • CCBC - on issues of adoption and street lighting, we put pressure on CCBC to adopt area of Woodland scheduled to go to Meadfleet, but no success there.
  • Redrow - on the same issues and completion of outstanding works
  • Proactively working with Hefin David (AS/AM) on bringing together the multiple agencies responsible for services to the site for constructive dialogues. These are quarterly meeting with Redrow, CCBC Dwr Cymru with an invite sent to Meadfleet.

Other Activities

  • Electoral Wards: The site is split across two wards in 2019 there was a review by the Boundary commission and the CCCA made representation to move us all into the Ystrad Mynach Ward. This was approved and passed to the Boundary Commission. This was then rejected by the Minister in the Senedd as it was linked to other changes involving part of Ystrad Mynach ward moving to Llanbradach.
  • Following discussions with Gelligaer Community Council we have access to the Noticeboards by the play area on Griffin drive and on Dragon Way. Keep an eye out for updates and notifications on these boards. If you have any community news that you would like published on these boards, contact the CCCA by emailing cwmcalonca@gmail.com
  • Worked with Royal Mail to try to arrange an onsite post box
  • Tree planting with Woodland trust donation, litter picks, Halloween House dressing competition
  • Have run several successful Christmas Lights competition, which has raised over a £1000 for the breast cancer unit in Ysbyty Ystrad Fawr
  • Actively involved on social media answering queries and handling notifications
  • Creation and maintenance of a website with a history of all our activities and useful supplementary information

Future issues that we can all see coming.

  • Increase in Meadfleet bills – not only due to the increased costs of living, but if Meadfleet finally accept the areas outstanding from Redrow we can expect another substantial increase in charges and/or reduction in service.
  • Engineering works on the remaining buildings of the former Penallta Colliery, which are listed buildings and are being allowed to fall into disrepair.
  • Services such as shops etc that were originally “promised” by Redrow as part of their sales pitch.
  • Maintenance of the cycle path. This much used path is not actively maintained by CCBC as some of the land has not been handed over to them by Redrow and Transport For Wales. We need to gain clarity on who is responsible for maintenance and to hold them to account.

Moving Forward – One Voice

  • Our Committee needs fresh blood and more volunteers are certainly required if we are to succeed in our campaigns – All are welcome to join us and help make a difference!
  • Volunteers with an interest in working with / challenging Redrow, Meadfleet and CCBC are needed as well as anybody who would like to take a more active role in helping to improve our community
  • The committee plans to work on proposals at the forthcoming meetings for presentation to and consideration by the community. We will communicate via Facebook, email, Noticeboards and open meetings.
  • Importantly, we need to prove we can speak for the community, so please sign up via the website to add your voice to ours.
