CONTEXT: NATIONAL ACTION PLAN ON SLCPS

ccacoalition.org

2

  • Cote d’Ivoire has undertaken national SLCP planning since 2016 under the Ministry of Environment and Ivorian Anti-Pollution Centre (CIAPOL);

  • National SLCP Plan endorsed in 2019 identifies priority mitigation measures to reduce black carbon and methane;

  • Measures included in National SLCP Plan include actions in the transport sector, including soot-free buses in Abidjan

CONTEXT: UPDATED NDC

ccacoalition.org

3

  • Cote d’Ivoire updated its climate change commitment in April 2022

  • 37 mitigation measures are identified in the NDC to achieve this reduction, including:

    • Increase in the percentage of electric vehicles in the vehicle fleet
    • Implement fleet renewal
    • Promote an innovative mass transport system (ITS)

CONTEXT: UPDATED NDC

4

NDC enhances GHG mitigation ambition to a 30% unconditional reduction in GHG emissions, and conditional 98% reduction

CONTEXT: UPDATED NDC

5

  • Cote d’Ivoire updated its climate change commitment in April 2022

  • Mitigation measures also reduce SLCPs and air pollutants
    • Full implementation of NDCs would reduce
      • Black carbon emissions by 58% in 2030 compared to baseline
      • Methane emissions by 30% in 2030 compared to the baseline

  • 7000 premature deaths avoided

INTEGRATED ASSESSMENT OF GHGS, SLCPS AND AIR POLLUTANTS

ccacoalition.org

6

Cote d’Ivoire has developed the National SLCP Plan and updated NDC through an integrated assessment of air pollution and climate change using LEAP

LEAP has been used to evaluate impact of implementing key mitigation measures at national scale to inform NDC and SLCP Plan

It is now being enhanced to develop mitigation assessment specific for Abidjan, including in the transport sector

INTEGRATED ASSESSMENT OVERVIEW

7

  • Historic and future GHG, SLCP and air pollutant emissions estimated
  • All major sources and sinks covered in assessment
  • Emissions calculated by multiplying activity data by emission factors

Base Year and Historical Data (Energy consumption and production, energy sector emissions factors and non-energy sector GHGs)

INTEGRATED ASSESSMENT TRANSPORT EMISSIONS

ccacoalition.org

9

  • Transport emissions estimated using standard emission inventory methodology

  • Emissions = vehicles x distance travelled x emission factor

  • Vehicles broken down into categories:
    • Passenger cars
    • Light duty vehicles
    • Heavy duty vehicles
    • Buses
    • Motorcycles

INTEGRATED ASSESSMENT TRANSPORT EMISSIONS

ccacoalition.org

10

  • Vehicle data in Cote d’Ivoire available from inspection programme
  • Inspection data available from 2012 to 2017 for ~700,000 vehicles

  • Data provides number of vehicles in each category
  • Fraction of vehicles using gasoline, diesel, LPG etc.
  • Average distance travelled
  • Data entered circulation

  • Data on the registration allows locations of registration to be determined, to estimate number of vehicles in Abidjan vs rest of Cote d’Ivoire (~80% of vehicles are registered in Abidjan)

NEXT STEPS

ccacoalition.org

15

  • Update transport sector data for more recent historical years
  • Implement passenger-km and tonnes-km approach to capture changes in transport demand
  • Downscale emissions from other sectors to Abidjan to compare emissions to transport in the city
  • Evaluate health benefits from implementation of transport measures
  • Evaluate additional measures specific to Abidjan on transport
  • Development of full GCF proposal for transport sector in Abidjan/Cote d’Ivoire
