SB 86: $6.5 billion “Safe and Open Schools Grant”

  • Opt-In Grant versus Incentive Grant
  • Reopening plans due by April 1
  • Must open by April 15 for $
    • If in purple tier, open for vulnerable cohorts in all grade levels
    • If in red tier, in-person for TK-6
  • Distance Learning still an option for families
  • Strict testing cadences
  • Agreements in place with labor unions
  • Counties need to prioritize making vaccines available to educators

Updated Monterey County Covid-19 Metrics

Adjusted Case Rates: 24.0 (38.9 on 2/9/21); down to 18.4 on 2/23*

Positivity Rate: 7.8% (11.1% on 2/9/21; down to 6.6% on 2/23*

Health Equity Quartile Metric: 14.1% (17.2% on 2/9/21); down to 12.7% on 2/23*

Vaccine Announcements:

  • Starting March 3, Monterey County educators can sign up to be vaccinated (in theory, second shots would be complete by end of March)
  • Governor announced on Friday, February 19th that 10% of vaccines would be reserved for educators
  • Monterey County’s vaccine supply was increased by 100% on 2/24/21; still lags behind demand*
  • Today’s vaccine priority announcment by Governor*

SUSD’s Current Reopening Plan Language : Phase 2 (Revised most recently on 11/3/20)

Phase 2: AM/PM Hybrid or 100% Distance Learning Option-transition to Phase 2 when Monterey County metrics allow following a staggered approach:

  • TK-2nd at earliest opportunity (4 weeks from ‘triggering Tuesday’ or to align with a scheduled event/break in the 2020-21 school calendar)
  • 3-5th after 2 additional weeks if TK-2 phase is successful
  • 6-8th after 2 additional weeks if 3-5th phase is successful

Proposed New Language: Phase 2

Phase 2: AM/PM Hybrid or 100% Distance Learning Option:

  • All TK-5th and 6th-8th grade vulnerable (SPED, EL, Intervention, Chronically Absent, etc.) student cohorts on April 6 (first synchronous day after Spring Break)
  • 6-8th as soon as Monterey County meets the allowable metrics (7 cases/100,000) for middle grade students (no sooner than April 6)*

* Offer “socialization pods” of 15 or less students 2x a week during 3rd trimester (starting no earlier than the week of April 5) until reopening metrics are met
