Template development process

The templates have been developed based on: 

  • The Technical Reporting Arrangement 2025-30 and guidance and feedback from the Office of the Chief Scientist​
  • Lessons from the 2022–2024 reporting cycle (see L&O reports for 2022; 2023; and 2024). ​
  • Consultations with P/A Coordinators and MELIA focal points, Finance, Comms & Advocacy and support teams within the OCS. ​
  • Info session with P/A directors.
  • Consultation with the technical and AI team for AI-readiness considerations.

Key template features��

  • Reduced report length: 15 pages total, including a 2-page factsheet and executive summary (Section 1 of the template). This is half the length of Initiative reports (30 pages) which were half the length of CRP reports (60 pages).
  • Clearer performance logic: Stronger planned-versus-achieved structure (PORB–report linkage) and target reporting (Section 2 of the template) within 2025 PORB limitations. We will further emphasise the planned vs achieved KPI component for 2026 reporting onwards.
  • Integration of W3/bilateral results: Presentation of pooled (W1/W2) and non-pooled (W3/bilateral) results as integrated evidence while distinguishing provenance. Different QA approaches (central CGIAR QA for W1/W2; Center-level QA against TRA minimum standards for W3/bilateral) are clearly acknowledged. 
  • AI-enabled drafting: Narrative and analytics for selected template sections will be generated using an AI-assisted drafting tool. SNAP-generated zero drafts and analytics, supported by human-in-the-loop QA.

In addition to the figures we propose, Program/Accelerator-specific data and metrics can be included where they strengthen the evidence base (e.g., breeding pipeline metrics from B4T; germplasm distribution information from Genebanks). In these cases, ensure that appropriate sources are cited.

Annual progress�6 pages (may change slightly depending on number of AoWs)

  • Progress along the theory of change: 500-word narrative; 2-3 figures; link to the Program-level theory of change diagram in the ToC Tool, focusing on what was achieved against the ToC, why it matters, and how it contributes to the Program’s 2030 outcomes.
  • Area of Work progress: AoW-level theory of change diagram as per the ToC Tool; a traffic-light rating; short narrative (500 words) per AoW
  • Can include quotes, highlight boxes, links to additional sources if space allows.

Partnerships�2 pages

  • Partnerships overview: 1–2 optional figures on key partnership metrics; 1,000-word overview of the partnership landscape explaining how partnerships supported theory of change progress and 2030 outcomes, aligned with CGIAR’s Engagement Framework (strategic roles, co-ownership, contribution to outcomes).
  • Where relevant, explaining NARES roles (co-design, implementation, capacity sharing, scaling), and highlighting learning/adaptation/co-creation.

The AI-assisted tool is available to support with drafting text and figures.

For Accelerator reports, the focus is on Portfolio linkages (same structure). Partnerships can also be included where external collaborations are central to delivering results. If both are included, the combined total must be approx. 1,000 words:

Adaptive Management  (2 pages)

       Format: 1,000-word narrative across all Adaptive Management enablers:

Guidance:

  • For each enabler, provide concise information on the approach, planned actions, expected results and cite appropriate data sources.
  • For Evidence and Learning, explicitly reference the Evaluability Assessments recommendations you plan to address.
  • Avoid duplication, if decisions span multiple enablers, select the most relevant.
  • Refer to additional resources, including guiding questions and data sources

Evidence & Learning Enabler 

    • Supports adaptive prioritization by providing integrated MELIA+F evidence, PRMS/Anaplan data, and structured evaluations to strengthen alignment, transparency, and continuous learning and enabling timely adaptation and decision making across Programs and Accelerators. 

W1/W2 Funding & Financial Planning Enabler

    • This enabler provides P/A with reliable, timely and transparent financial data, forecasts, and performance insights through Anaplan and PRMS to support responsive, evidence‑based resource allocation and adaptive planning. 

W3/Bilateral Data Enabler

    • This enabler strengthens adaptive decision-making by providing accurate and available project-level data for W3 and bilateral projects, supporting portfolio level alignment and coherence across funding sources. 

Risk Management Enabler

    • Embeds systematic risk identification, assessment, and mitigation across the adaptive cycle, strengthening foresight and informed decision‑making in dynamic contexts.

Demand & Scaling Readiness Enabler

    • Provides demand‑driven analyses and scaling insights to align research and innovation pathways with stakeholder needs, guiding adaptive decisions on scaling, adaptation, or downscaling.

Q&A

  1. What budget information will be included in the report?

Budget reporting will focus on the reporting year only. Reports will include 2025 budget information, and will not include multi-year budget figures beyond 2025. Information will be provided by the SO Finance team.

2) How will w3/bilat results be integrated and represented?

W3/bilateral results will be fully integrated throughout the report rather than presented in a separate section. Where relevant, key W3/bilateral contributions, examples or stories can and should be highlighted to illustrate how these funding streams support Program and Accelerator outcomes.

For visuals and data displays, W3/bilateral results will be clearly distinguished through consistent design cues (e.g., colour, iconography or labels) so readers can easily see their contribution alongside core funding results without losing the integrated narrative.

3) How will the QA of results be explained?

A short, standardised explanation of the Quality Assurance (QA) process will be included in the 2025 Technical Reporting overview at the start of each report. This will provide a clear and consistent description of what was quality-assured, how the process was applied, the differences between QA for P/A and W3/bilateral results, and at which points in the reporting cycle QA took place.

4) What if I have more than one Key Result Story?

Only one can be featured in the report to maintain consistency and length.

5) Are annexes allowed? How many? 

Annexes will not be included in the 2025 reports. To keep reports concise and within the agreed length, any additional materials should instead be shared through public-facing hyperlinks placed in the relevant sections of the report.

6) Will a glossary be included?

A glossary will not be included within individual 2025 reports. If it is essential to have a glossary for specific terminology, it should be hosted as a separate public-facing resource and linked within the report.
