In this session:

The first Transitional Committee meeting (TC1) was held in Luxor, Egypt, between the 27-19 March.

Work done included:

  • Election of TC co-chairs: Outi Honkatukia (Finland) and Richard Sherman (South Africa), both seasoned climate finance negotiators representing opposing visions for the L&DF;
  • Work plan: We now know all the dates of the TC meetings (including a 4th meeting) and workshops (2 x hybrid), and that there will be a submission before each TC meeting. See the work plan here;

In this session:

Work done continued:

  • A call for L&D case studies to be presented at the first workshop on addressing loss and damage in the context of decisions 2/CP.27 and 2/CMA.4 was requested by TC members. The deadline was the 14th April and 25th for full case studies;
  • It was agreed that TC Members, Parties and observers will be able to make submissions before each TC meeting (See the work plan here). The first submission was due on the 25th of April for TC2 according to the work plan (no details have be provided on how to submit, we recommend emailing the UNFCCC secretariat on tcsec@unfccc.int with your submission);
  • After applying pressure, observers on behalf of the UNFCCC constituencies were able to make 3 interventions during TC1. As a result the TC has committed to enhancing observer participation going forward. Parties urged observers to get concrete on there expectations for the fund and funding arrangements.

In this session:

Key takeaways on Party positions included:

  • Overall, the meeting was constructive and developed countries confirmed their commitment to the new Loss and Damage Fund;
  • Opinions diverged on the focus of the TC’s work. Developing countries — supported by civil society — saw the Fund as the most important element of the TC’s mandate, developed countries aimed to keep the conversations centered around the broader funding arrangements and what already exists;
  • All countries agreed that there are gaps when it comes to addressing loss and damage and that the decision at COP27 was meant to help fill these gaps;
  • However, views diverge on the understanding of what constitutes those gaps: Some developed countries hinted at narrowing the scope of the fund severely, for example, by focusing only on the impacts related to slow-onset events like sea level rise;
  • Developed countries want to limit the number of countries that could benefit from the fund, while broadening the scope of countries that should pay;

In this session:

The first workshop first workshop on addressing loss and damage in the context of decisions 2/CP.27 and 2/CMA.4 will take place this weekend (29-30 April) in Bonn, Germany. It will be a hybrid workshop that will also be webcast.

This is the first of two workshops that are intended to inform the work of the work of the TC to provide recommendations on establishing the L&DF and Funding arrangements at COP28.

There will be six sessions across the two days each with guiding questions. The sessions are:

  • Session 1 - Addressing extreme weather events
  • Session 2 – Addressing slow onset events
  • Session 3 – Insights from existing work under the UNFCCC
  • Session 4 – Current landscape of sources and instruments
  • Session 5 - Innovative sources of funding
  • Session 6 - Side events

We received over 50 documents from 20 organisations, focusing on different kinds of movements, in different geographical contexts, and with a broad range of approaches and perspectives. Details on the materials analysed and links to the documents (where available) can be accessed here.

We are keeping the Google Form for the submission of relevant materials open - with thanks to the colleagues that have continued submitting relevant work.

We might not have the capacity for a full repository of document (e.g. a thematic section of a website), but can keep analysing and compiling basic information on the submissions.

  • Very little dedicated evidence:
    • Most of the research is not framed as “loss and damage”;
    • Many studies focus on non-climate or even man-made hazards (important for framing the issue, less for direct advocacy purposes);
  • Double issue with attribution (climate > hazard, hazard > movement);
  • Focus on responses/action.

Moving ahead:

  • New case studies shared > integrate in the document;
  • Use for other advocacy purposes (e.g. evidence for key messages).
