Global Challenges Action Day (GCAD)

GCAD Mission statement:

  • GCAD is built on the shared vision that all members of global society in a concerted effort can collectively deliver to solve global and local challenges through effective action.
  • GCAD embodies a global consensus on the need for having shared reporting and impact assessment standards and an emerging technology based data and digital innovation infrastructure, which is being developed and governed with global public goods provision optimization as guiding goal system.  
  • GCAD represents a specific time window for collective stocktake of individual and combined pledges and delivered action
  • GCAD is a celebration of a new culture of globally coordinated local action for the common good. 
  • Through a GCAD resolution of the UN General Assembly, the UN system acknowledges the value of such globally concerted and emerging technology enabled non-state actors’ action

A day of celebration of global unity and collaborative action for the common good in partnership with the UN - a New Social Contract.

A day on which people make pledges, report action and impact (to the UN) and celebrate communities in relation to specific challenges, which are identified, specified and tracked in an knowledge and impact data information system, which is enabled by emerging technology .

Proposal for a GCAD UN GA Resolution

  • Acknowledging the systemic need to engage non-state actors, including citizens, youth, and sub-national governments, in the implementation of the Sustainable Development Goals (SDGs) and other global initiatives,
  • Emphasizing the importance of innovative tools, platforms and responsible and sustainable deployment of emerging technology for local and global action
  • Proclaiming a specific date (tbd) as "Global Challenges Action Day," to be observed annually;
  • Encouraging non-state actors, particularly citizens, youth, and sub-national governments, to actively participate by making pledges and reporting actions related to global challenges, such as climate change, sustainable development, and other SDGs
  • Welcoming the collaborative investment of intellectual and financial resources by Global Challenges Action day partners into the development of the global digital public goods (data and digital innovation infrastructure) needed for the implementation of the Global Challenges Action Day resolution
  • Calling upon Member States to support this initiative by: a. Facilitating the participation of sub-national governments, youth, and communities; b. Collaborating with non-state actors to leverage local knowledge and resources in addressing global challenges;
  • Inviting Member States and relevant UN bodies to explore synergies between "Global Challenges Action Day" implementation supporting data and digital innovation ecosystems and existing global efforts, including those led by United Nations agencies and programs

ENHANCE INTERNATIONAL GOVERNANCE OF ARTIFICIAL INTELLI­GENCE FOR THE BENEFIT OF HUMANITY

  • We encourage the development of international partnerships on artificial intelligence capacity-building to develop education and training pro­grammes, increase access to resources including open artificial intelligence models and systems, open training data and compute, facilitate artifi­cial intelligence model training and development, and promote the participation of micro-, small and medium-sized enterprises in the digital econ­omy (SDGs 4 and 17).
  •  We emphasize the importance of increased investment, particularly from the private sector and philanthropy, to scale up artificial intelligence capacity-building for sustainable development. We request the Secretary-General, in consulta­tion with potential contributors and the United Nations system, to develop innovative volun­tary financing options for artificial intelligence capacity-building
