Senate Bill 11

  • Addresses elements of Texas Governor Greg Abbott’s School Safety Action Plan
  • Provides a school safety allotment of $9.72 per student to improve:
    • School infrastructure
    • Installation of physical barriers
    • Purchase and maintenance of security cameras and other security technology
    • Employment of School Peace Officers, School Marshalls or Security Officers
    • Collaboration with local law enforcement agencies
    • School safety security training and planning

Parental Involvement

  • Requires notification of parents about risks involving their children
  • Requires consent from parents before students undergo mental health screenings or receive services
  • Allows districts to provide information about resources for mental health treatment

Mental Health Support

  • Expands opportunities for school districts to establish school based mental health services
  • Requires health curriculum to include skills to manage emotions, build healthy relationships and promote suicide prevention
  • The School Health Advisory Committee (SHAC) must recommend strategies to increase parental awareness for mental health disorders
  • Districts are required to develop trauma informed care policies

Safety Planning Requirements

  • Address prevention and training for all employees
  • Mandatory drills
  • Ensure communications technology and infrastructure are adequate during emergencies
  • Ensure safety of students with disabilities
  • Provide for psychological safety of school and community
  • Provide notification to parents involving significant threats
  • Provide a district audit

  • Requires 16 hours of training on child development, de-escalation, and restorative practices

  • A systematic, coordinated, multitiered support system to address students’ social, emotional, behavioral and mental health needs
  • Allow for multiagency collaboration to assess risks and threats
  • Provide appropriate interventions

Incident Command

  • Part of the customization for emergency response includes table top emergency scenarios
  • Training has been completed for secondary campuses
  • Training will be held for elementary administrators in December

Bleeding Control Stations

  • Education Code 38.030 as added by HB496 as added by the 86th Legislature requires the training of each school security personnel employed under TEC, §37.081, who provides security services at a campus; each school resource officer who provides law enforcement at a campus; and all other district or school personnel who may reasonably be expected to use a bleeding control station.

Training

  • Stop the Bleed is one of the TEA approved training programs to be used to train school staff.

  • Thanks to a partnership with UT Southwestern and Dallas Medical Center, all of the RNs were certified as Stop the Bleed Instructors during our October 11th PD day.

Training Progress thus far: Two classes have been completed for teachers at the ESDC and 50 ATB staff members have been trained.

  • Nurses are completing the training of staff on the crisis teams on each campus during the scheduled January 6th workday.
  • Additional trainings are planned for LMAM (back to school trainings) to provide an opportunity for additional staff to receive training.

CFB Has Streamlined Inclement Weather Procedures

  • As the CFB community sleeps, our administrative team is checking weather conditions, conferring with neighboring districts and making decisions about school closures.
  • CFB has school closure information available to the public no later than 6:00 a.m.
  • Families are notified in multiple ways including rapid phone call and text messaging, twitter, Facebook, Parent Square, the district’s website, radio and television
