HB 1450

  • Extends dates for the development, adoption, and submission of plans to implement the Blueprint for Maryland’s Future
  • Prevents any reduction in local funding for FY23 regardless of MOE calculations
  • Clarifies that the release of Blueprint funds in FY23 will be contingent on the LEA’s timely submission of a local implementation plan that satisfies AIB expectations
  • Delays the implementation of the College and Career Readiness Support Pathway from SY22-23 to SY23-34

Early Childhood Education

Updates - What we know now

  • Pre-K Full Day Implementation will target Pre-K 4 classes
  • We received “credit” for 98 full day students including Pre-K full day and Head Start
  • No Private Providers will be receiving Pre-K Expansion or Blueprint funding this year
  • There are limited numbers of spaces for Pre-K 3 and Head Start 3 (153)

  • Spaces Tentatively Available for Pre-K and Head Start 4
  • We have applied for Pre-K Expansion which would increase full day Pre-K 4 spaces by 140 up to 300% FPL, notification expected May 11
  • Anticipate 4 additional Pre-K 4 classes for 80 full day students up to 300% FPL with funding from Kirwan
  • Head Start 4 will have 80 full day spaces
  • Remaining Pre-K half day spaces with placement at 185% FPL spaces (680)

What We Know:

Staffing and Credentialing Changes:

  • Paraeducators need AA or a CDA by SY 2025-2026/support will be provided to assist with licensure costs
    • Revised Job Description
  • Full Day Classes must be in EXCELS and become validated by 2025-2026/support will be provided to assist with process

Early Childhood Education

Actions/Timeline

  • The Pre-K/Head Start Common Application is open: www.smcps.org
  • Pre-K Expansion notification expected May 11 (140 spaces)
  • Blueprint Funded full day classes, awaiting final authorization to set up classes (80 spaces) (May), hire staff (late spring, early summer)
  • Matching eligible students to programs, completing enrollment (Summer)

Updates - What we know now

  • National Board Certification stipend - for classroom teachers who are primarily responsible for students
  • EdTPA/PPAT - delayed until 2025
  • Retire/Rehire

  • Working with current National Board Candidates to inform who is or is not eligible for the $10K stipend

Instruction - College/Career Readiness

Updates - What we know now

  • Delayed implementation of the College and Career Readiness Support Pathway from SY22-23 to SY23-24
  • 9th grade tracker timeline remains unchanged - due June 2022
  • At this time: CCR determined at the end of the 10th grade year; AP courses and CTE pathways participation based on CCR status
  • At this time: only a score point of “3” or “4” on MCAP ELA and Math or 520 on SAT Math qualifies a student as being CCR

Actions/Timeline

  • Develop and populate the 9th grade tracker by June 2022
  • Begin identifying existing CCR and non-CCR pathways and determining additional CCR and non-CCR pathways that are needed/ By January 2023

    • Local Implementation Plan deadline extended to March 15, 2023.
