What is School Governance?

Purpose of School Governance

The central purpose of school governance is to engage in shared leadership and decision making for increased student achievement in college, career and community readiness. In order to realize this purpose, School Site Councils must engage in developing their School Plan for Student Achievement (SPSA), in a continuous improvement process using the established District tools.

Purpose of School Governance

  • SSC’s goal is to foster continuous improvement that will close opportunity gaps

  • Board Policy 3625 requires regular SSC Self-assessment

Implications for schools

  • Schools commit to engaging their entire communities—employees, parents, students, and community partners—in decisions around school improvement, including both the identification of needs and the development of theories of action and strategies to address these needs, as documented in the School Plan (SPSA).
  • The Superintendent commits to providing meaningful support, guidance, and feedback to school governance teams to foster their effectiveness in the performance of their decision-making responsibilities and authorities.
  • The District commits to allocating funding to schools in a manner that equitably distributes financial resources based on the different needs and life circumstances of students and maximizes the percentage of OUSD revenues distributed to schools.

Local Control Accountability Plan (LCAP)

Every district in California must submit an LCAP Plan that describes how they are spending LCFF funds to advance achievement of target populations:

Low-Income, English Learners, and Foster Youth. In OUSD, we are including African American, Latino, Asian Pacific Islander and SPED students as target populations.
