  • Rating are considered continuous, however verification visits : ) Programs receiving an onsite received communication by September 30. No communication = focused review. If time permits licensing and SUTQ visits will be done together.
  • 3-5 Star get verified on site every 3 years
  • 1-2 Stars every other year

SUTQ Onsites

  • Everything is deferrable. Programs have an opportunity to address what was missing or incomplete.
  • Time frame for completion depends on what is being deferred. OCLQS is set up with the minimum option for deferral of 30 days. Specialists can be flexible since this is a new process.
  • Visits are starting with programs that haven’t gotten visits in the longest amount of time.
  • Programs that have reapplied for a higher rating are in the que to get a visit.

SUTQ Focused Reviews

  • Programs must have an organization dashboard established in the Ohio Professional Registry. It connects staff from the program to the program.
  • Specialists will be creating employee record chart & reviewing staff credentials & professional development for administrators, lead and assistant teachers.
  • Staff profiles must be current.
  • Focused review may happen in conjunction with a licensing inspection or remotely.

The team of SUTQ and Licensing is tasked with OTES Supporting Document.

There is no prescribed assessment at this time. For HQSD anyone meeting the 50% rule will be evaluated using OTES.

As the ELA items were independently studied and adopted; 2 different learning progressions can be used as OTES assessments.

Early Learning and Development Standards (ELDS)

  • Adopted by the State Board June 14, 2022.
  • Formal announcement will be sent to all licensed programs after the standards document with examples and supporting text is available.
  • ODE is collaborating with JFS, SST members, teachers, administrators and R&Rs to develop resources and trainings to support standards implementation.
  • Asynchronous, on demand overview module is under development.
  • Trainings will be available after the first of the year.

ELDS, Continued

  • JFS form 1590 (used for alignment) is being revised to include new standards.
  • From now through June 30, 2023, both JFS and ODE will accept alignment to either the outgoing or new standards.
  • Full implementation of the new standards will begin for the 2023-2024 school year.

Interagency Agreement 2022-23

Bright Beginnings is the lead agency for the Interagency Agreement (IAA) of Cuyahoga County. Katie Parker leads the work.

ELSR and DODD are working on the next level PD: This will be more enhanced training for IAA teams to define what a good quality transition looks like.

Findings:

  • Initial evaluations to determine eligibility of children suspected of having a disability are being delayed;
  • Special education and related services included in IEPs are not being provided timely, or IEPs are not being fully implemented; and
  • Educational placement decisions for children with disabilities are not being made in accordance with IDEA’s LRE requirements.

  • Head Start programs: Responsible for referring children & families for IDEA evaluations as well as supporting implementation of children’s IEPs.

“Local Head Start programs are required to complete or obtain a current developmental screening to identify any concerns regarding a child’s developmental skills within 45 calendar days of when the child first attends the program to identify children who may need further evaluation. With parental consent, Head Start personnel are then required to make a referral to the LEA. 45 C.F.R § 1302.33(a)(1).

Indicator 12: New Improvement Plan Requirements

  • Per 3301-51-11 (D)(3)(f)(i): a school district determined to be non-compliant with the transition timeline, shall develop a corrective action plan in addition to the interagency agreement.
  • The corrective action plan must include the signatures of a representative of the agency responsible for part C early intervention services and required to complete the OCALI two-part Part C to B Transition Training if not previously completed.

Preschool Special Education

InterAgency Agreement (Part C to B) online training: https://www.surveymonkey.com/r/22DX7XR. The training starts with a survey, then continues with the content. This is appropriate for new early childhood leaders.

OCALIcon: Itinerant Session

The ELSR Preschool Special Education Team has been developing a monitoring process to address school district compliance with implementing IDEA. Stakeholders will have opportunities to provide feedback.
