    • Districts have been enrolling SPED service-only students through various methods, such as placing them in shell schools or assigning them to incorrect primary schools. These inconsistent enrollment practices create challenges in tracking and reporting accurate data for SPED services.

    • Implementing a designated "shell school" for each district would simplify and standardize the enrollment process for SPED students. A shell school would serve as a dedicated space for enrolling students who only receive special education services, without assigning them to a specific primary school. This would help ensure that data reporting is more accurate, consistent.

    • No change for SIS - School numbers and type will be determined by SDE team/product team

    • The grade 'N' is no longer used for reporting purposes. SPED students options 7, 8, or 9 will now be reported under regular instructional grade

    • No changes to state reporting from SIS. However, current/future reports will be updated to not to group these students under N grade.

Removal of N Grade

    • When a student's instructional grade is changed, a new enrollment record will be created in EdFi, as the instructional grade is part of the enrollment key.

    • Since the student is not actually withdrawn but rather it is a grade change, a new code will be implemented to clearly distinguish between a grade change and an actual withdrawal.
