HINAC HISTORY

Iowa was chosen for HINAC1 The Grinnell Gathering

  • Sean and Tami are both from Iowa
  • Iowa was a focal point for activism on HIV criminalization in the US at the time
  • Nick Rhoades’ appeal before the Iowa Supreme Court, the oral arguments were in March of 2014, so we knew the decision might come down in the late spring early summer.
  • Iowa had been advocating and educating the Iowa legislature for over 5 years about the HIV specific law and 9 years on issues impacting the Iowa HIV community
  • Sean’s cousin was on the search committee that had hired a new president for the college, Dr. Raynard Kington. He was openly gay, Black man and particularly of interest, the former deputy director and acting director of the National Institute of Health. Grinnell responded with enthusiasm and were very helpful getting the first HINAC off the ground

HINAC HISTORY

  • The Iowa legislature passed the criminalization modernization bill in May 2014
  • Governor Branstad signed it on May 30th
  • HINAC started on June 2nd

HINAC HISTORY

The bill retroactively removed those convicted under 709C off the sex offender registry. The law wasn’t supposed to go into effect until July 1st, but Senator McCoy got permission from the parole board to cut the ankle monitors that Donald Bogardus and Nick Rhoades were required to wear.

Why a college campus?

  • at first it was economics, but we learned in Grinnell other advantages were identified
    • people got to know each other more, left with a sense of camaraderie
    • everyone ate meals together in the cafeteria and it created more of a family feeling
    • We didn’t have “star” speakers as we focused on those PLHIV advocates and allies doing the work

Process overview

To avoid application burnout and copy/paste letters of recommendation, this scholarship process is a nomination format.

  • Step One: Get someone to nominate via nomination form
  • Step Two: Nominees will watch email for the link to the scholarship application
  • Step Three: Nominees will respond by filling out the scholarship application
  • Step Four: Applications will be reviewed and scored
  • Step Five: All applicants will be notified on whether they are awarded or not

Implications: Nominator needs to have current contact information and be familiar with the advocacy experience of who they are nominating. Being nominated does not guarantee receipt of scholarship.

PART ONE: NOMINATOR OVERVIEW

We are asking that in your role as a nominator that the following guidelines be a part of your decision.

  • This is not a self-nomination process. For you to be completing this form, you must be nominating another individual to be considered.

  • This is a two part process, one for the nominator and one for the person being nominated.

NOMINATOR GUIDELINES

  • You may nominate up to three different advocates. Any nominations received after the 3rd individual will not be considered. If there needs to be an edit to an original nomination, you must contact either Tami Haught or Kamaria Laffrey to make that change. This is not to limit who applies or attends, but to prevent one individual from being asked to nominate multiple folks and being overwhelmed.�
  • Each advocate can only be nominated once. Your chances to receive a scholarship do not increase just because more than one person nominates you

NOMINATOR CONSIDERATIONS

  • Priority consideration will be given to:
    • People living with HIV
    • People who have NOT previously attended HINAC 1 - 5
    • Transgender Communities
    • Survivors of HIV criminalization
    • Advocates from southern states

Anyone can apply for a scholarship, we are simply focusing on uplifting communities most impacted by the over-policing and criminalization of HIV

  • You may contact those that you are nominating ahead of time so that they are prepared to keep an eye out on their email
  • Once you have submitted your nomination form, nominees will be contacted to then fill out the scholarship application.
  • The scholarship application will only be sent to the the individual nominated to confirm they will apply for the scholarship.
    • Any applications received without previous nomination will not be considered/accepted, so do not share the scholarship application link with others.

  • ALL scholarship recipients will be required to pay a registration fee for HINAC6. Feel free to work with this individual if they need assistance with fundraising for the fee. This fee is due by February 24th

  • Please ensure those you are nominating are aware of the registration fee and that they will be contacted with the link to the scholarship application to fill out. They must respond to be considered for a scholarship.

If you are awarded a full scholarship, which includes transportation, please know that it:

  • Will cover the most cost effective transportation, which might be by shared rides, bus, train or air
  • Will NOT cover checked baggage, this you will need to be responsible for yourself
  • Will NOT cover transportation to and from your home, or parking at the airport, train or bus station
  • Will NOT cover food or incidentals incurred while traveling

By filling out the scholarship application, you agree to:

  • attend The HINAC What to Expect Webinar on TBD (May 2025) detailing important information leading up the training academy (logistics of arrival, itinerary, session overview, and host committee campus guidelines).
  • the entire training academy, including all sessions.

These commitments are a very important part of your scholarship application; if you are awarded a scholarship, it means someone else who applied did not get one, so we want to make sure we use our scarce scholarship resources for those individuals who are most motivated and committed to full participation during HINAC and after.

While all people are encouraged to apply, the scholarship process is designed to support new and emerging advocates, especially those from communities that are historically under-represented in U.S. HIV policy and advocacy.

  • You will be asked to indicate the most cost-effective transportation option for you to get to and from Raleigh, NC where the conference is being held, keeping in mind that flights will go into the closest airport Raleigh/Durham International Airport located in Raleigh, NC and is 11 miles from NCSU.
    • For travel arrangements we will need your date of birth and full name and gender as printed on your government state issued identification.
  • If not flying and within driving distance, you will be asked if you are interested in ride sharing? If so, we can try to connect advocates near each other.
  • Amtrak is also available for some participants on the East coast

PART TWO: Scholarship Application Overview

Those selected for scholarships from this process will be required to attend the What to Expect Webinar on TBD (sometime in May 2025) to discuss logistics, what to pack, and answer any questions. There is a required registration fee from $100 - $200 for scholarship recipients depending on the scholarship applied for. Please keep this in mind as you apply and if you need fundraising support, work with the individual who nominated you.

HINAC 6 LOGISTICS OVERVIEW

REGISTRATION is a tiered fee for scholarship recipients which includes training materials and meals as follows and based on scholarship level:

  • Saturday arrival Dinner;
  • Sunday and Monday All Meals;
  • Tuesday Breakfast and Boxed Lunch.

No one under 18 is permitted to attend HINAC6 or be on the campus.

HINAC6 LOGISTICS OVERVIEW

LODGING includes 3 nights (Sat - Tues)

This year, thanks to the cost of lodging at NCSU, each person will have a single room within a 4- or 5-bedroom suite, with a shared bathroom and shower.

We will know what style of suites we have by the end of September.

Each scholarship participant will receive:

  • bed (we will have them lowered) with extra long mattress
  • wardrobe or closet
  • desk and chair
  • technology locker and/or dresser

Real ID

The REAL ID (gold star) effective date is set for May 7, 2025. If you fly commercially or need access to federal facilities, you’ll either need a REAL ID license or ID or another acceptable identity document.

SUMMARY

      • Understand that the value of a level 3 scholarship is around $2,000, we will ask for the following commitment to the following to honor the process of receiving a scholarship:
        • I will attend every plenary
        • I will strive to attend every breakout session
        • I will respect the rules and guiding principles set forth by the HINAC6 EC in regards to contract with the college and partner organizations
        • I understand, if I receive a scholarship, I will be sleeping in a dorm room
        • I understand, if I receive a scholarship, I will be eating at the college cafeteria.
        • If you receive a scholarship and do not show up, that has kept someone who has wanted to attend not.and puts you at jeopardy of not receiving a scholarship in the future
