WHAT IS ELOP?

  • ELOP – Extended Learning Opportunity
  • Intersessional periods, includes summer
  • Before and After School = 9 hours
  • Local educational agencies must operate the Expanded Learning Opportunities Program pursuant to the requirements in California Education Code Section 46120, including the development of a program plan. The program plan needs to be approved by the Local Educational Agency's (LEA) Governing Board in a public meeting and posted on the LEA's website.

Who does ELOP serve?

  • All students may participate but priority is given to:
    • English Learners, and/or
    • Socioeconomically Disadvantaged Students (FRL), and/or
    • Homeless Youth
  • EUSD ELOP prioritizes subgroups by issuing invitations first to our UPP students.
  • Priority:
    1. UPP Students
    2. Struggling, “at-risk” students/SWD
    3. All others

ELOP REQUIREMENTS

From Audit Guide:

  • LEA provided access to UPPs (Letters, Emails, Enrollment Lists)
  • In-person before or after school expanded learning opportunities were offered on every school day and, when added to the school day, were no less than nine hours, pursuant to EC Section 46120(b)(1)(A).
  • LEA provided for at least 30 non-schooldays, no less than nine hours of in-person expanded learning opportunities per day pursuant to EC Section 46120(b)(1)(B).
  • Pupil to staff ratio for K and TK: 10: 1, and for all other grades: 20: 1
  • ELOP has an educational and literacy element with tutoring and homework help available.
  • ELOP has an educational enrichment component.

Unexpended ELOP Funds:

  1. Build shade structures at Schools X, Y, and Z to provide additional spaces for STAR ELOP students and ELOP Enrichment Programs.
  2. Partially fund EL/Immigrant Student Support/Family Liaison position.

FACTS AND FIGURES

  • Approximately 100 students (TK-6) were enrolled in October of 2022 and 120 students were enrolled in May of 2023 for STAR Sacramento services.
  • Students were invited due to their ELO-P eligibility, which means to be classified either as an English Learner or be Socially Economically Disadvantaged.
  • All TK-6th school sites offer ELO-P services for students.
  • Currently 42 students who attend STAR ELO-P are English Learners; 13 immigrants/newcomers
  • Currently 68 students who attend STAR ELO-P are Socially Economically Disadvantaged.

  • Afterschool ELOP starts with physical activity.
  • Hour 1 = Enrichment
  • Hour 2 = Literacy or Math Time, with homework help embedded. Direct instruction may occur.
  • Hour 3 = SEL/PE/Health

Progress Anecdotes

PROGRESS ANECDOTES

Student B is a second language learner and when they joined us at the beginning of the school year, they were extremely shy and lacked confidence in speaking and socializing. We have seen the student make progress every day in their confidence and they are now very outspoken. They are always raising their hand and wanting to tell stories. As new students have joined the program, Student B takes them under his wing and is very proud to show them the ropes and help them along the way.

In the beginning of the year, Student C had expressed how if there was one thing they wished they were better at, it would be math. During the second half of the school year, they have been joining the one on one help during academic time. The student has learned how to do multiplication up to x12, they can tell time on a clock, and they can count money. These are all things they wished they could learn and now can go to the next grade prepared for new challenges.

Student A began the school year with a small amount of English and was unable to hide their frustration when they were not understood. They would display behavior that would include screaming and kicking at staff. Through the school year, STAR has seen the student’s receptive language and expressive language grow. The student has worked hard to use the tools to navigate through frustrations and has become a great friend to other students and a helper to the teachers. Now that the student is participating in the classroom in a calm demeanor and we have seen their academic skills increase. They love Math and Art and takes pride in their accomplishments.

CHALLENGES

  • Language barrier with families in person 🡪 Solutions? (11 UA/RA, 1 Fil, 1 JP) STAR utilizes bilingual staff and translation software to meet this challenge
  • Family buy-in with EUSD attendance policy (with communication intervention strategies, attendance for enrolled students increased from 79% to 93% by the end of the 2022-2023 school year)
    • Attendance protocol followed
    • ELOP Family Night
  • Shared spaces - lack of classroom availability at some sites.

MOVING FORWARD - AY 23-24

  • All sites will integrate ELO-P students with Galaxy (STAR after school program) students and there will be no difference in programming offered
  • STAR will be operating before and after school World Languages on top of the 9+ hour ELO-P day through STAR Galaxy
  • Tight collaboration between ELOP and Sites (Intervention/EL Support Teachers, Counselors)
  • Luminous Minds for ELA & Ready, Set, Learn for Math 🡪 not duplicating instruction.
