Goal 1: Academics
By June 2031, Rocky Mount Middle School will increase overall reading and mathematics College and Career Ready proficiency for each federally identified student subgroup by at least 10 percentage points annually, using the 2025 - 2026 data as the baseline. Progress will be monitored through district benchmark assessments, state assessments, and student growth data. The 2026 - 2027 annual targets are as follows:
NCStar Key Indicators: A2.04, A4.01, A4.16, B1.03, B2.03, B3.03, C2.01, C3.04, D1.02
Goal 1's Structure
Strategy | Key Action Steps | Progress Monitoring | Evidence/Data |
1. Strengthen Tier I Instruction | Establish common instructional expectations in ELA and math. Use standards aligned learning targets, rigorous tasks, checks for understanding, academic vocabulary, and differentiated supports. | Monthly instructional walkthroughs. Review implementation trends each month. Conduct quarterly analysis of benchmark performance by standard. | Walkthrough data, lesson plans, student work, benchmark data, PD attendance |
2. Implement Data Driven PLCs | Establish a consistent PLC cycle: assess, analyze, plan, reteach, reassess, adjust. Analyze data by grade, standard, SWD, and economically disadvantaged students. | PLC monitoring every Wednesday. Leadership reviews PLC products monthly. Benchmark data reviewed quarterly. | PLC agendas, data protocols, common assessments, reteaching plans, student work |
3. Provide Targeted Reading and Math Intervention | Identify students needing Tier II support. Create flexible groups based on specific skill deficits. Provide targeted intervention and regroup students based on progress. | Progress monitor intervention students every 4 to 6 weeks. Review intervention effectiveness monthly. Regroup students based on data. | Intervention rosters, progress monitoring assessments, student growth data, intervention logs |
4. Increase Achievement for SWD and Economically Disadvantaged Students | Analyze subgroup performance. Ensure access to grade level standards, appropriate accommodations, scaffolding, explicit vocabulary instruction, and targeted academic support. | Disaggregate benchmark and classroom assessment data after each assessment cycle. Review subgroup performance monthly and compare growth to annual targets. | Benchmark data, state assessment data, IEP accommodation data, walkthrough data, student work |
5. Monitor Implementation and Adjust Schoolwide Supports | Establish a monthly leadership data review using academic, subgroup, intervention, attendance, discipline, and walkthrough data. Identify barriers and determine needed adjustments. | Monthly leadership team review. Quarterly schoolwide progress review. Midyear strategy evaluation. End of year evaluation. | NCStar monitoring documentation, data dashboards, meeting minutes, action plans, assessment results |
Goal 2: Attendance
By June 2031, Rocky Mount Middle School will increase and sustain student attendance to achieve an average daily attendance rate of 98% across all grade levels, as measured by district attendance records and monthly attendance monitoring.
NCStar Key Indicators: A4.06, A4.16, B3.05, D1.02, E1.06
Goal 2's Structure
Strategy | Key Action Steps | Progress Monitoring | Evidence/Data |
1. Establish Consistent Attendance Monitoring | Monitor attendance daily and review attendance data monthly by grade level, classroom, and student. Identify patterns of absenteeism and students approaching chronic absenteeism. | Daily attendance review and monthly leadership review. | District attendance records, Infinite Campus reports, monthly attendance dashboard |
2. Implement Early Identification and Intervention | Establish an early warning process to identify students with repeated absences or emerging attendance concerns. Assign staff to conduct parent contact and develop attendance interventions. | Review identified students every 2 to 4 weeks. Monitor whether attendance improves following intervention. | Contact logs, attendance intervention plans, student attendance records |
3. Strengthen Family and Student Engagement | Communicate attendance expectations, emphasize the connection between attendance and academic success, recognize improved attendance, and engage families when concerns emerge. | Monthly review of family contacts and student attendance trends. | ClassDojo messages, parent contacts, attendance campaigns, recognition records |
4. Address Barriers to Attendance | Use student and family conferences to identify barriers such as transportation, health related issues, family responsibilities, school climate, or other documented concerns. Connect families with appropriate school and community supports. | Review individual student cases every 2 to 4 weeks and determine whether the intervention is reducing absences. | Student support documentation, MTSS/SST records, referral documentation, attendance data |
5. Monitor, Evaluate, and Adjust Attendance Strategies | Review attendance trends by grade level and student group. Evaluate the effectiveness of interventions and adjust schoolwide supports based on data. | Monthly leadership review, quarterly grade level review, midyear evaluation, and end of year evaluation. | Attendance dashboard, district reports, MTSS/SST data, meeting minutes, intervention outcomes |
Goal 3: Behavior
By June 2031, Rocky Mount Middle School will reduce major discipline referrals by 10% annually from the 2025 - 2026 baseline of 1,141 referrals recorded in Educator's Handbook through the implementation of MTSS (SST), PBIS, restorative practices, and proactive interventions. Progress will be monitored monthly through discipline data reviews and used to inform continuous improvement.
Annual Performance Targets
