LCAP REFRESH

  • California’s Local Control Funding Formula (LCFF) changed the funding of education by attaching dollars to individual students based on need.
  • Additional funds are allocated to districts for students in the following groups (unduplicated):
    • Low income: receive free or reduced-price meals
    • Emerging multilingual/English learners: not yet proficient in English
    • Foster youth: students in a foster youth setting during the school year
  • Districts create a three-year plan, the Local Control and Accountability Plan (LCAP) to describe how their budgets align to their goals, specifically how they will serve the “unduplicated” students.
  • We are in year 2 of our current LCAP. Our task is to ensure we are on track.

Goal 1 Progress on Budgeted Expenditures

On Track to Spend

  • Lower student-to-teacher ratio ELD courses and staff for emerging multilingual students.
  • Paper tutoring service purchased and made available to all students.
  • Virtual Learning Academy providing online school option, will continue in 2022-2023.
  • Equity audit with EdTrust-West nearly complete, implementation to occur in 2022-2023.
  • Instructional technology, including Chromebooks, wifi, laptops, Newsela, Canvas, MasteryConnect, and TurnItIn.
  • New History and Science textbooks to be purchased for next year.
  • Bus passes being distributed to students who need them, increasing budget moving forward due to heightened demand.

Not on Track

  • Lower than expected staffing costs for Bilingual Aides.

Goal 2 Progress on Budgeted Expenditures

On Track

  • AVID program, including lower student-to-teacher ratio and staff support. With declining AVID enrollment at some sites, may use funds for a foster/homeless youth case manager.
  • IB program at Del Mar, including lower student-to-teacher ratio courses and staff support.
  • CTE program including SVCTE.
  • Dual Enrollment college courses; adding college courses during summer school.
  • Summer School held at all comprehensive sites in 2021, at four sites in 2022.
  • Renewed partnership with Equal Opportunity Schools to expand access to AP and IB courses.
  • Online Credit Recovery was rolled out during February and Spring Breaks with success.

Not on Track

  • Plans to use site-allocated LCAP funds developed late in the school year, need to improve process for 2022-2023.
  • High School Transition Planning for CTE is behind; Use of the Get Focused, Stay Focused tool is currently delayed due to coordinator position being vacant.
  • Work-Based Learning is behind; NextFlex has an ongoing agreement with CUHSD, and plans to train staff are still in development.

Goal 3 Progress on Budgeted Expenditures

  • On Track
    • Mental health counselors (CASSY) and mental health training expenditures are already spent or on track to be spent, including bilingual staff.
    • Staffing and technology tools are being funded to provide targeted communications and community engagement, including translation services, survey tools, and communication tools.

  • Not on Track
    • Staffing of social workers is behind due to difficulties with recruiting and hiring, exploring options for bringing in interns and setting up an MOU with additional nearby schools.
    • Language translation costs are lower than anticipated, funds for special education translation costs will be shifted to LCAP moving forward.

Goal 4 Progress on Budgeted Expenditures

  • On Track
    • Continuing to staff and provide training via New Teacher Coaches.
    • Classified staff training has been provided.
    • New bilingual staff and paraeducators are being recruited with a bonus.
    • Bilingual staff receive an ongoing monthly stipend.
    • Professional development pathways are underway, the format is being revised as there appears to be lower-than-anticipated participation.
    • Information systems training and instructional committees.
    • Staffing therapeutic special education staff.

  • Not on Track
    • Centralized anti-bias professional development has not occurred, primarily due to difficulties in securing an outside contractor to lead workshops. Desire to contract with a provider for next year. Currently working with Education Trust-West on equity audit.
    • Scholarship to recruit people of color needs a funding source.
    • A relaunching of an administrator pipeline program is on hold.
