What are Special Populations in CTE?

The Carl D. Perkins Career and Technical Education Act defines Special Populations as:

  1. Individuals with Disabilities
  2. Individuals from economically disadvantaged families
  3. Individuals preparing for non-traditional fields
  4. Single parents, including single pregnant women
  5. English Learners
  6. Homeless individuals
  7. Youth in the Foster Care System
  8. Youth with a parent in the armed forces on active duty

What’s Required for Special Populations?

  1. Provide activities to prepare special populations for high-skill, high-wage, or in-demand industry sectors or occupations that will lead to self-sufficiency

  • Prepare CTE participants for non-traditional fields

  • Provide equal access for special populations to career and technical education courses, programs, and programs of study

  • Ensure that members of special populations will not be discriminated against on the basis of their status as members of special populations
