  • PEPSC held a conference call meeting on March 27, 2019 and vote on proposed policy revisions for out-of-state teacher licenses

An IPL may be issued to an individual who meets at least one of the following criteria:�            a) Has completed a North Carolina Educator Preparation Program (EPP) and has been recommended for licensure by the cooperating EPP;

�            b) Holds a Residency License and has been recommended for a professional license by the cooperating EPP; 

�            c) Holds a clear license from another state with three or more years of teaching;

�            d) Has completed an educator preparation program from another state; or if licensed, has fewer than three years of teaching experience.

Converting an Initial Professional License to a Continuing Professional License

    • Does not require recommendation by LEA
    • Individual required to have at least 3 years of teaching experience in NC or verified in another state
    • Individual must pass all SBE-approved or comparable licensure exams required for the license

Comparability of Licensure Tests is established as follows for out-of-state applicants:

    • The out-of-state applicant has taken a licensure exam(s) which satisfies one component of the licensure process in that State at the time the exam(s) was taken.
    • The out-of-state applicant demonstrates a score on the exam(s) that meets or exceeds the passing score or range of scores established by the test developer (regardless of the state’s official passing score).

Evidence of Effectiveness Data for Out-of-State Teachers

  • Initial out-of-state applicants who possess a valid, current out-of-state educator license shall demonstrate evidence of effectiveness by providing evaluation data, including student growth from the state where the license is held.
  • Without evidence of effectiveness as part of an initial licensure application in NC, the teacher is only eligible for an IPL. LEA or charter school responsible for verifying to NCDPI receipt of the evaluation data. At the end of the term of the IPL, teacher may be eligible for a CPL.
  • Passed comparable licensure exam(s)

    • Pass the NCSBE-approved licensure exams

    • To convert to a CPL, applicant may enroll in and successfully complete NCDPI’s Reading Research to Classroom Practice and Mathematics Foundations Courses and passing the associated assessments, OR;
    • Pass the NCSBE-approved licensure exams

Timeline for Completion of Exams

  • Applicant may fulfill any examination requirement before or during the second year of the IPL.
  • Applicant must take the required examination at least once during the first year of the license.
  • This provision would apply to content exams as well as the pedagogy exam.

Monitoring Compliance

  • NCDPI shall monitor the teachers’ compliance with examination timeline requirements throughout the duration of the IPL.
  • NCDPI must notify teacher of failure to meet requirement(s).

Conversion to CPL

  • The SBE shall not convert an IPL to a continuing professional license for a teacher who has not fulfilled the examination requirements.

Limited Licenses

  • A three-year renewable license issued to an individual who meets the following requirements:
    • Individual was issued an IPL but did not qualify for a CPL due to testing requirements
    • Local board submits an affidavit that the teacher is effective
      • Signed by current principal
      • Signed by current superintendent
    • Local school administrative unit is located in a developmental tier one, tier two, or tier three (pop <100K) county.

Developmental Tiers & Census
