“Most of the homeless arrived from the countryside, as did Mr Guan. In the cities they cannot access local welfare, including social housing. These migrants brave discrimination and possible arrest just by living on the urban fringe in shantytowns, railway stations, and street corners. They are often blamed for rising crime and unemployment rates.
While traveling was allowed, it was highly controlled and subjected to conditions. [People without Hukou in that city] will not be able to gain access to education, employment, food services, healthcare and other public services unless they obtain a government-issued urban-to-rural Hukou. To analogize, a rural farmer who decides to travel into the city without the necessary Hukou is like an illegal alien in America.
