What qualifies something as a hazardous material
If it is harmful to a human through digestion or contact but the four official criteria for a hazardous material is
Ignitability
Corrosivity
Reactivity
Toxicity
Ignitability
Ignitability is a substance that is easily
flammable, and is prone to spontaneous
combustion
An easy flammable substance is waste oil
Corrosivity
Strong acids or bases is a defining type of corrosivity
An example of a corrosive material is battery waste
Reactivity
The definition of reactive material is something that gives off noxious fumes, react violently with other chemicals, unstable in normal conditions
An example of this is explosives
Toxicity
Something that is toxic is something that is harmful to human contact, or digestion
An example of something toxic is Lead

Abrasive cleaners
Aerosol air fresheners
All-purpose cleaners
Bleach, disinfectants, drain cleaners,
Fabric softeners, glass cleaners, laundry starch, laundry stain
Removers, mildew removers, oven cleaners, rug and upholstery cleaners
Companies and industries producing hazardous materials
Leather companies
Textile companies
And chemical engineering based companies

This is a term commonly used to address previous sites used for chemical purposes and is currently unusable due to previous contamination
Although it is contaminated it can be cleaned up and used in business projects such as business parks

Comprehensive Environmental Responsibility Compensation and Liability Act is a program that provides a Federal fund to clean up uncontrolled or abandoned hazardous-waste sites they also clean up orphan sites when potentially responsible parties cannot be identified
