Rationale

DEIS Plan Rationale: Patrician Presentation Secondary School, Fethard

At Patrician Presentation Secondary School (PPSS Fethard), our educational philosophy is firmly anchored in providing an inclusive, safe, and nurturing environment where every individual student is supported to achieve their full academic, personal, and social potential. As a co-educational secondary school operating under the trusteeship of the Le Chéile Schools Trust, we embrace a mission that prioritizes equity, community connection, and strong pastoral care.

This DEIS Action Plan for Improvement (2025–2028) is established to systematically eliminate socio-economic barriers to learning and to proactively target resources where they are needed most. Guided by the national DEIS Strategy framework and aligned with School Self-Evaluation (SSE) processes, this plan provides a structured roadmap to enhance core student outcomes.

Through targeted interventions, this plan establishes measurable, student-centered SMART targets designed to drive progress across key DEIS themes:

• Academic Engagement & Attainment: Strengthening literacy, numeracy, and examination achievement through high-quality teaching, learning initiatives, and structural support systems like our evening study and homework club.

• Attendance & School Retention: Minimizing absenteeism and early school leaving by fostering an active student voice and deploying definitive tracking protocols.

• Transitions & Progression: Ensuring seamless student pathways into our Junior Cycle, Senior Cycle, Transition Year, and Leaving Certificate Applied (LCA) programs, while creating clear trajectories toward further education, training, and employment.

• Partnership & Wellbeing: Maximizing the impact of the Home-School Community Liaison (HSCL) scheme and the School Completion Programme (SCP) to deepen relationships with parents and families, while embedding robust positive mental health and holistic wellbeing strategies across our school community.

Ultimately, this rationale establishes that equity of opportunity is not merely a policy obligation, but a lived reality at PPSS Fethard, ensuring that every student is equipped with the skills, confidence, and resilience to thrive both within our school walls and in the wider world.

3 of 39

School Context

Patrician Presentation Secondary School (PPSS) is a small, rural, co-educational DEIS post-primary school in Fethard, Co. Tipperary, with 287 students. We are committed to providing an inclusive, supportive learning environment in which every student is encouraged to achieve their full potential.

Our DEIS priorities focus on measurable improvements in educational outcomes, with particular emphasis on:

  • Attendance: Improve overall attendance and reduce persistent absenteeism through early identification, targeted interventions and regular monitoring.
  • Retention: Support students to complete their post-primary education and progress successfully to further education, training or employment.
  • Attainment: Improve student achievement in state examinations through targeted literacy, numeracy, study-skills and subject-specific interventions.
  • Wellbeing and Engagement: Strengthen student participation, sense of belonging and engagement in learning, informed by student voice and wellbeing data.
  • Partnership with Parents: Increase parental engagement in attendance, learning, educational progression and school initiatives.
  • Progression: Increase the proportion of students progressing to further or higher education, apprenticeships, training or employment, with particular support for students experiencing educational disadvantage.

Monitoring and Review: Progress will be evaluated annually against baseline data, agreed targets and measurable indicators, with actions reviewed and adjusted to ensure continuous improvement in outcomes for students.

Monitoring:

State how progress will be monitored and at what intervals (monthly/termly/annually...) over the three years

  1. Formal meetings will be monthly for DEIS Committee to feedback on measures and evaluate effectiveness.
  2. A standardised agenda incorporating the DEIS targets will be issued for all Subject, Year Group and Programme Department meetings to monitor and evaluate the measures implemented. These programmes should occur in conjunction with school attendance reports of which there are 4 per year.
  3. DEIS Plan will be included as an agenda item at all staff meetings
  4. Quantitative Data regarding school attendance will be collated monthly and fed back to tutor/year head monthly by SCP and HSCL
  5. Year Head and Class Tutor System – Parent teacher meetings and Quarterly Attendance reports

Evaluation: State how impact of actions on TRANSITIONS will be evaluated at the end of the three years

  1. Quantitative data regarding progression to FET/HET courses will be produced
  2. Feedback from Subject and Programme Dept Meetings, Feedback from DEIS Committee combined with quantitative evidence will be used to determine which measures were most effective, which need to be modified and which are ineffective.
  3. Quantitative figures will be produced and compared with the baseline data above to see whether the target was met.

Student surveys will be used in all areas in an endeavour to promote voice, participation and leadership to facilitate power, authenticity and validity of the Students’ Voice.

Monitoring:

State how progress will be monitored and at what intervals (monthly/termly/annually...) over the three years

1. The progress will be monitored by re-surveying students annually

2. The State exams in Mathematics will be monitored

3. Feedback will be taken by students and teachers regarding strategies.

4. At the end of each year, all results should be collated to provide a summary of targets achieved (or not) during the previous year. This will give an indication of the viability of targets set for three years, suitability of strategies and initiatives. These could be examined at the closing staff meeting of the year. Changes or additions can be noted and made in consultation with all staff at the beginning of the new academic year.

5. At the end of three years, all results will be collated and compared with targets to assess success and reformulate targets for next three-year cycle.

Evaluation: State how impact of actions on NUMERACY will be evaluated at the end of the three years

1. Analysis of Junior cycle results and comparison to Performance Indicators from Cat4e

2. Students may also be surveyed in May during class time as to their experience of the strategies and initiatives (measures) put in place to improve numeracy levels at school. The feedback can be considered along with scores and other results to inform future targets and measures.

EXAMINATION ATTAINMENT

Target:

1. Increase the percentage of students sitting HL Irish, Eng and Maths in Junior Cycle from 53% to a three year average of 60% by 2028.

2. Increase the grades at Junior Cycle within all subjects from 0% of distinctions in 2023 to 5% by 2026, 6% in 2027 and 8% in 2028.

4. In the LC group of 2025/26, we aim to have 17 students out of 30 achieving 5 HL subjects (from 8% in 2023), and to review and set a target annually.

5. In the LC group of 2025/26, we aim to have 20 out of 30 (or 66%) students achieving 2 or more Higher Level subjects (from 25% in 2023) and to review and set a target annually according to the MPI average of the year group. Goal is to retain at least above 50% achieving two or more HL subjects.
