The Illinois Every Student Succeeds Act (ESSA)

  • Federal Legislation (replacing No Child Left Behind) that requires each state to create a plan
  • 2019-20 is the second year of implementation for Illinois’ ESSA plan
  • Principles - educative, equitable, non-punitive
  • Designed to identify schools/groups in need of support and then provide that support

Tier 1

Exemplary School

A school that has no underperforming subgroups, a graduation rate of greater than 67 percent, and whose performance is in the top 10 percent of schools statewide.

Tier 2

Commendable School

A school that has no underperforming subgroups at or below the level of the "all students" group in the lowest 5 percent of Title 1 schools, a graduation rate greater than 67 percent, and whose performance is not in the top 10 percent of schools statewide.

Tier 3

Underperforming School

A school in which one or more subgroups is performing at or below the level of the “all students” group in the lowest 5 percent of Title I schools.

Tier 4

Lowest Performing School

A school that is in the lowest-performing 5 percent of Title I schools in Illinois and those high schools that have a graduation rate of 67 percent or less.

As a reminder...

All academic data for ESSA designations and state-level performance analysis - both proficiency and growth - is based on performance on the mandated state assessments - for 2019, these were the Illinois Science Assessment (ISA), the Illinois Assessment of Readiness (IAR) and the Dynamic Learning Map (DLM) assessments.

ISBE Data Embargo

  • State assessment data and summative designations are shared preliminarily with districts
  • All data is under embargo until October 30, 2019 at noon
  • Embargo language includes “all public presentations”
    • Specifically mentions Board of Education meetings
    • Internal conversations are permissible

Defining “Proficiency”

The Illinois Assessment of Readiness (IAR) recognizes five levels of achievement. Proficiency is achieving a Level 4 or Level 5 (meets or exceeds expectations).

The Illinois Science Assessment recognizes two levels of achievement, titled “not proficient” and “proficient.”
