  • Past grants programs lacked transparency �
  • Power to token holders �
  • Benchmark to measure against AI governance system �
  • Legal liability mitigation for the NEAR Foundation �
  • Co-founder of protocol didn’t have control �
  • Projects were struggling in the bear market while grant funding for the ecosystem was inactive
