• Why is C2 exercised at all?
• “to arrange certain activities and capabilities in time and space to create certain effects in the pursuit of specified goals”
• Goal formulation and planning to create a chain of activities that brings the situation towards desired the goal(s)

The Law of Requisite Variety (1956)

• When the controlled system becomes too complicated/complex, there are two and only two choices for the controller:
1. Increase the variety in the regulator
2. Reduce the variety in the system to be controlled
• In a military situation both of these apply
