What’s FIDE Hybrid Tournament?

1. Games are played on chess.com
2. Participants are physically present in a place under the supervision of a FIDE licensed arbiter present on the same site
3. FIDE rated in equal terms with traditional over the board games
4. USCF will rate such events as USCF Online rating

What’s PNWCC FIDE Hybrid Match

• PNWCC has organized more than a dozen FIDE Hybrid events and is the leading organizer in the United States
• We work with reputable organizers from Europe countries such as Serbia, Bulgaria and Russia
• Most events are in team match format over a weekend
• US players form a team (Team PNWCC)
• European players form another team (e.g. Team Belgrade, Team Serbia or Team Bulgaria)
• US players usually are FIDE lower/underrated than European players
• US players don’t play each other, and only play European players
• The schedule usually are more favorable to US players
• US players will need to pay appearance fees to European players and share the arbiter fees of European site
• The cost averages $75-$100/game + PNWCC organizing fees + local venue/arbiter fees -
• It’s expensive but you don’t need to travel and can play FIDE rated games vs usually higher rated players

Fees - It’s not free!

1. This tournament is for players who want to play with strong FIDE-rated players to match their strength.
2. You do NOT need to travel and you can play strong international players at home, especially during the COVID period
3. Do NOT register without knowing what to expect
1. US players pay appearance fees for higher rated European players
2. US players share cost for arbiter and technician of European site
3. US players share local arbiter, venue and technicians
4. All players share PNWCC organizing fees

Event Schedule

​

• Default time is 45 min
• If neither player is present initially, White shall lose all the time that elapses until he/she arrives, unless the competition regulations specify or the arbiter decides otherwise.
• If first game finishes much early, the second game can start after a 45-min break if both players agree

3. Important - Nobody on the playing site should turn on engine evaluation for the live games

• Must be able to secure a physical venue with stable internet connection
• Must obey local COVID-19 regulation so players can play safely in the same physical venue

1. Contact local organizer to make sure you can play in the specified venue for all your games
2. Bring your own laptop with charger

5. PNWCC provides conditions to foreign (non-USA) titled players (GM/IM) in the form of guaranteed prize + fairplay bonus

Fair Play - Venue/TD requirements

​

1. Multiple cameras must setup and join ZOOM to monitor all players in the venue
2. One camera must monitor the entrance of the restroom
3. Must provide a mobile camera in case we need to monitor a specific player
4. TD must make sure no non-player/non-organizer/non-arbiter persons on site
5. TD must make sure players have no cell phones with them or hidden in the restroom
6. TD must keep real time communication with other TD’s/organizers/chief arbiters via Skype group to address any concerns quickly
7. Players must join ZOOM with camera and share screen through the tournament

Fair Play - Player

​

1. Play on own computer, with only one browser and one tab open
2. The other program that can open is ZOOM
3. No other programs can open during your game
4. All players must share desktop (not just the browser window) on zoom
5. Must keep camera and microphone open during the tournament
6. Can only talk to local arbiter/TD if have questions
7. Must close computer lid right after game and leave the venue after report results to TD
8. Can NOT analyze own or other players game in the venue
9. Can NOT bring phone to the venue
10. All non-titled players will be required to pay a refundable fair-play deposit (amount to be determined). If FIDE determines a player violates fair play rules, the deposit will be forfeited. PNWCC can use it for anything that PNWCC sees fit.
11. Titled player will lose conditions and/or bonus if violate the fair play rules

Fair Play - Detection

​

1. Chess.com fair play detection system will trigger further investigation
2. The only Fair Play software authorised by FIDE is the FIDE Game Screening Tool. FIDE Fair Play Commission (FPL) will make final decision on game results.

Draw Offers

​

1. No draw offers from either side before black made the 30th moves OR before the game has been played for more than 90 minutes for morning game
2. No limit for evening/afternoon game

Chess Board Protocol

​

1. Players are recommended to use a real chess board by their computer. Players are required to make moves on the computer first, and then make the moves on board immediately. Can not use the chess board to analyze positions.
2. Once board is used, it needs to be sued through the game

​
