Hva er RRI?

• En tilnærming til forskning og innovasjon som har fått økende betydning i Europa og Norge
• Forskningsfinansiører har vært drivkraft for at forskning og innovasjon på kontroversielle felter (biotek, nanotek, IKT) gjøres på en ansvarlig måte
• Policyfelt, forskningsfelt og praksisfelt

Hva er RRI?

• RRI innebærer demokratisering av forskning og innovasjon – involvering av samfunnet i diskusjoner av forskningens mål, metoder og underliggende verdier
• og er en respons på våre store samfunnsmessige utfordringer → innebærer et sterkere fokus på at forskning skal gi samfunnsmessige goder

Bakgrunn: Opprettholde tilliten til forskning og innovasjon

• Uheldige utviklinger – f.eks innen bioteknologi – har gjort folk skeptiske til noen typer forskning

Bakgrunn: Hvordan håndtere usikre konsekvenser av forskning og innovasjon når utviklingen går så fort?

• Konsekvenser for miljø, klima, vår helse, våre relasjoner, vår identitet, osv.
• Men hvordan styre dette?

Ansvarlig Forskning og Innovasjon

• Ansvar i alle deler av forsknings- og innovasjonssystemet – særlig når det gjelder fremvoksende teknologier – må komme høyere på agendaen
• Omrokkering av “den moralske arbeidsdelingen”
• Krever endring i forskeres tankesett så vel som institusjonelle endringer (incentiver, osv.)
• Bakgrunn i ELSA-forskning, bioetikk, teknologivurdering (TA), STS-studier, osv.

RRI – karakteriseres ved:

• Vurdering av verdier og konsekvenser av forskning og innovasjon - i forkant og underveis
• Dialog mellom forskere, interessenter og lek-folk

• Balansere godene og byrdene ved ny teknologi og vitenskap

Ethics

• For all activities funded by the European Union, ethics is an integral part of research from beginning to end, and ethical compliance is seen as pivotal to achieve real research excellence.
• The most common ethical issues include:
• the involvement of children, patients, vulnerable populations,
• the use of human embryonic stem cells,
• privacy and data protection issues,
• research on animals and non-human primates.
• It also includes the avoidance of any breach of research integrity, which means, in particular, avoiding fabrication, falsification, plagiarism or other research misconduct.

Public Engagement

• Public engagement (PE) is about co-creating the future with citizens and civil society organisations, and also bringing on board the widest possible diversity of actors that would not normally interact with each other, on matters of science and technology.
• PE implies:
• the establishment of iterative and inclusive participatory multi-actor dialogues between researchers, policy makers, industry and civil society organisations, NGOs, and citizens;
• to foster mutual understanding and co-create research and innovation outcomes and policy agendas effective in tackling societal challenges, and
• fostering wider acceptability of results.

Open access

• The global shift towards making research findings available free of charge for readers, so-called 'Open access’, has been a core strategy in the European Commission to improve knowledge circulation and thus innovation. It is illustrated in particular by the general principle for open access to scientific publications in Horizon 2020 and the pilot for research data.

Science education – improve science literacy

• Building capacities and developing innovative ways of connecting science to society is a priority under Horizon 2020. This will help to make science more attractive to young people, increase society's appetite for innovation, and open up further research and innovation activities.

Gender

• Fostering gender balance in research teams, in order to close the gaps in the participation of women.
• Ensuring gender balance in decision-making, in order to reach the target of 40% of the under-represented sex in panels and groups and of 50% in advisory groups.
• Integrating the gender dimension in research and innovation (R&I) content, helps improve the scientific quality and societal relevance of the produced knowledge, technology and/or innovation.
• Potentially: take into account women as well as men’s needs and behaviours.
• Promote equal opportunities and a balanced participation of women and men at all levels in research and innovation teams and in management structures.

SC2-2018-2020

• SFS-03: International co-operation, transdisciplinary research, and integration of SSH and RRI including gender aspects to ensure long-lasting implementation of the results are encouraged.
• SFS-15: Following the RRI principles, proposals should ensure that societal actors (researchers, citizens/CSOs, policy makers, businesses, etc.) are brought together to align the forthcoming research programmes with the values, needs, and expectations of society.
• SFS-17: Following the RRI principles, proposals will ensure that societal actors work together during the whole research and innovation process in order to better align both the process and its outcomes with the values, needs and expectations of society.*

FIT4FOOD2030

• Skal støtte EU-kommisjonens FOOD2030-policy ved å etablere bærekraftige, balanserte stakeholderplattformer på ulike nivåer. Hensikten er å informere og starte opp konkrete tiltak for å bedre knytte sammen, strukturere og oppskalere FoU-investeringer for FNS (Food and Nutrition Security) i Europe, med et ‘food system’s perspective’ og en RRI/Open Science tilnærming
• 15 partnere i Europa (inkl. NFR), koordinert av Vrije Universiteit Amsterdam

• ‘The proposal presents a holistic concept very well within a clear framing of FOOD 2030. The methodology presented is appropriate, addresses the topic and recognises the dynamic environment in which this CSA fits...
• The proposal excellently focuses on network development and policy alignment as a continuous iterative processes, connecting multiple levels and mobilising a wide spectrum of stakeholders. … A minor shortcoming is that the synergy between think tank, policy labs and city labs is not fully exploited with regard to bottom-up messages from citizens/consumers.’

Ta med hjem-budskap

• Det er ingen fasit på hvordan man skal ta inn RRI i prosjekter
• Det må tilpasses problemstillingene i det enkelte prosjekt
• Husk! Man skriver for evaluatorene, ikke EU-kommisjonen!
• Ikke tenk at RRI-nøklene er noe man bare kvittere ut så enkelt som mulig
• La dem være til inspirasjon!
• Reflekter rundt den overordnede RRI-filosofien også – hvordan gjelder den for din type forskning?

Ta med hjem-budskap

• Ikke bli forvirret overfor forskjeller i RRI-rammeverk i NFR, EU, UK, osv.
• Det gjenspeiler samme tankegang, selv om EU har gitt en mulig operasjonalisering gjennom nøklene
• Husk at i utgangpunktet bør man ikke gjøre det bare fordi NFR/EU ber om det, men fordi det skaper forskning/innovasjon som er bedre forankret i samfunnets verdier og behov!
