Goal of the System of Support

To help local educational agencies (LEAs) and their schools meet the needs of each student they serve, with a focus on building local capacity to sustain improvement and to effectively address disparities in opportunities and outcomes.

The purpose of California’s System of Support (CA Education Code 52059.5)

  1. Support the continuous improvement of student performance in each of the eight state priorities areas
  2. Address the gaps in achievement between student groups identified
  3. Improve outreach and collaboration with stakeholders to ensure that goals, actions, and services described in school district and county office of education LCAPs reflect the needs of students and the community, especially for historically underrepresented or low-achieving groups.

Responsive System of Support

  • System of Support serves as a source of expertise and stability as districts address changing and unexpected conditions
  • Leverage content-specific expertise and effective strategies and practices utilized by all Lead Agencies
  • Extend existing and build new collaborations across the System of Support

  • 3 State agencies leaders: California Department of Education, California Collaborative for Educational Excellence and the State Board of Education
  • Various Resource and Initiative Leads (e.g. SELPA Initiative and Content Leads, Equity Leads, Regional English Learner Specialist Liaison)
  • Geographic Lead Agencies (to provide regional support)
  • 58 County offices of education

Level of Support

Description of Supports Available

Level 1 – Support for All

Various state and local agencies provide an array of support resources, tools, and technical assistance that all LEAs may use to improve student performance at the LEA and school level and to narrow disparities among student groups across the LCFF priorities, including recognition for success and the ability to share promising practices.

Level 2 – Differentiated Assistance

County superintendents, charter authorizers, the CDE, and the CCEE provide differentiated assistance for eligible LEAs, in the form of individually designed assistance, to address identified performance issues, including significant disparities in performance among student groups.

Level 3 - Intensive Intervention

The State Superintendent of Public Instruction may require more intensive interventions for LEAs with persistent performance issues and a lack of improvement over a four-year period.

Support for All – Level 1

Various state and local agencies provide an array of support that are responsive to local needs and adapt those resources and technical assistance to fit the local context in order to

  • Improve student performance at the LEA and school level;
  • Narrow disparities among student groups across the LCFF priorities; and
  • Recognize success and the ability to share promising practices.

Differentiated Assistance (DA) - Level 2

Individually designed, targeted assistance, to address identified performance issues, including significant disparities in performance among student groups for eligible LEAs.

DA is provided by (depending on the LEA identified)

  • County superintendents,
  • Charter authorizers,
  • CDE, or
  • California Collaborative for Educational Excellence (CCEE)

2021-22 – Differentiated Assistance

  • Education Trailer Bill – AB 130, Section 122
  • LEAs eligible for Differentiated Assistance in 2019 will remain eligible
  • With the suspension of the Dashboard for the purposed of accountability, need reliable data to ensures challenges are being addresses
  • New requirements for Differentiated Assistance for the 2021-22 school year
