The Digital Shift: Introducing Self-Enumeration
What is Self-Enumeration?
For the first time in Census history, the 'Self-Enumeration' (SE) method allows respondents in Normal Households to fill their own census schedule via a secure web portal.
Legal Basis: Authorized under Section 6D of the Census (Amendment) Rules, 2022
Timing: Portal opens 15 days prior to field work
Objective: Facilitate working and busy Households and improve accuracy
⚠ Crucial Note: SE does NOT replace the Enumerator's field visit. Validation is mandatory.

The Household's Role: Providing the Data

Multi-factor authentication ensures data security and prevents unauthorized access
Location Mapping
Mandatory Geo-tagging of House
Precise GPS coordinates enable accurate spatial data collection and HLB mapping
SE ID Generation
Unique ID sent via SMS/Email
Automated reference ID generation for tracking and verification purposes
Instruction to Respondent: "Share this SE ID with the Enumerator when they visit."

SE IDs Downloaded: 0
Automatic Import
SE data downloads automatically upon login. No manual action required.
Extended HLB Protocol
The app imports SE data for an area larger than your assigned block.
Why? To ensure households on the boundary are not missed.
Result: Enumerator has a 'Ready-List' of SE IDs before entering the field.

The 'Edit' Protocol & System Tagging
Enumerator enters reasons for changes in Remarks pop-up.
When to Edit?
If field observation contradicts SE data (e.g., Respondent listed 'Mud floor' but you see 'Cement').

Consequence: Edited records are automatically TAGGED for Mandatory Supervisor Review.
Special Cases & Field Constraints
Institutional Households
SE is for Normal Households only.
Hostels, jails, and hospitals cannot use SE.
Locked Houses
If a house is locked, you cannot 'Accept' SE data without verification.
Follow standard 'Locked' procedure.
Active Validation Fields
Q7 (Use of Census House) must be verified on-site.
Q9 (Household Number) is auto-generated by the App.

Objective: Verify if the Enumerator's edit was justified and ensure valid user data was not overwritten.

Data Synchronization & Completion
Sync Frequency
Enumerator must sync after every 5-6 households to prevent data loss.

The Golden Rules of SE Validation

Presence is Mandatory:
SE shortens the interview, but NEVER replaces the physical visit.

Enumerator Authority:
You are the final judge. If reality differs from SE data, you MUST Edit.

The Safety Net:
Every Edited SE record triggers a Mandatory Supervisor Review.

The Flow:
Ask → Verify → Record → Review → Sync.
