2024 Lead Renewals

Current State

  • 2024 marks the 6 year mark from when lead testing started in 2018 meaning a large number of programs will need to renew.
  • Confirmation Letters were sent to all licensed providers the week of April 1st
    • Letters have been rebranded and translated into all 5 languages
    • Confirmation Lettes will now be sent out every 2 weeks
  • We are working on getting renewal reminder letters set up to be mailed to providers 120 and 30 days before expiration

Proactive Work

  • Licensing Specialists will review lead testing expiration dates at monitoring and renewal visits.
  • Renewal packets will have an additional letter with a direct statement including the date of the expiration, a letter from CCR&R with grant information and the document listing the laboratories available for lead testing.
  • The DELC website will be enhanced with lead testing information.
  • We will work with the DELC Communication Team to share reminders and resources to our Social Media platforms throughout the year

Renewal Process

  • We will allow Lead Tests to expire without citing the program
  • Licensing Specialists will track, at renewal time, if a new lead test is required
  • During monitoring visits, licensing specialists will review with the program the expiration date and the process for renewing lead testing
  • If a renewal application is received with an incomplete or expired lead test, the licensing specialist will follow up with the program to discuss the need for lead testing

Renewal Process

  • If the application is timely the licensing specialist will conduct the renewal visit and note the lead test as an item that needs follow-up and will follow up in 30 days. 
  • Licensing Specialist will provide Registered Family programs with additional outreach. They will discuss at monitoring, and reach out with reminders. If it is the renewal year for the provider, the lead retest will be due at the time of the renewal. They will be given 30 days to complete. If it isn't the renewal year, the lead testing will be discussed at the monitoring visit, and the provider will be given 30 to complete.
  • The program will confirm that faucets tested are the only faucets used.

Renewal Process

  • According to the new CC Rules, Facilities must submit a written statement annually at the time of renewal to CCLD identifying the alternative source of water and confirming that the center does not use any on-site plumbing fixtures for drinking, cooking, or preparing food.
  • Registered Family and Certified Family providers need to submit Alternate Water document every 6 years but are responsible for notifying us if anything changes.
  • If the application is untimely, the LS can conduct the renewal visit and follow up the same process as a timely renewal.

  • The process will continue to be monitored utilizing the feedback from Licensing Specialists, Facility Intake and Providers to ensure that we are doing the best we can to support everyone in these efforts.

What CCLD Partners and Child Care Providers Should Know

Initial testing  

All plumbing fixtures used to obtain water for drinking, cooking, preparing infant formula, or preparing food must be tested for lead at least every six years, unless the child care program uses a CCLD approved alternative water source. Lead Testing Instructions (CEN-0019)

    • Plumbing fixtures used only to obtain water for handwashing, bathing, or diaper changing do ed to be tested. 

All testing must be performed by a laboratory accredited by the Oregon Laboratory Accreditation Program. This site can be used to search for accredited Labs: https://orelap.state.or.us/searchLabs

  • Programs must submit all test results to CCLD within 10 calendar days of receiving the results from the laboratory.

A new application will be considered incomplete without either:

  • Completed lead testing, or
  • An approved alternative water source declaration

Alternative Water Sources

If the program does not use any of the on-site plumbing fixtures to obtain water for drinking, cooking, or preparing food/bottles, they must:

  • Submit a CEN-0016 Lead Alternative Water Declaration to CCLD at the time of initial application and with each renewal, identifying the alternative source of water and confirming that they do not use any on-site plumbing fixtures for drinking, cooking, or preparing food or bottles.
  • Notify CCLD if the alternative source of water changes, by submitting a new CEN-0016 Lead Alternative Water Declaration.

At each visit the licensing specialist must verify that the program has sufficient water on-site and available for use. This is dependent on the time of year (temperature), how often water is purchased, the number of children typically in care, etc.

Lead Retesting

Programs are required to retest faucets every 6 years, however, best practice would be that they retest PRIOR to 6 years.

Licensing Specialists will review lead testing expiration dates at monitor visits and at the time of license renewal. o CCLD will not immediately cite if the lead testing expires but will allow 30 days for the program to submit new water samples to the lab for retesting.

  • If a faucet has not been tested within 6 years, the child care must discontinue using that faucet until testing is completed and the results are below 15 parts per billion (ppb) of lead.

Lead Retesting

If test results exceed maximum lead levels at or higher than 15 parts per billion, the program must stop using that faucet and submit a Corrective Action Plan (CEN-0015).
