Introduction to the Program Recommendation Process

Guiding Legislation

Guiding Legislation: California Ed Code and the California Code of Regulations (CCR), Title 5

Requirement: Career technical education programs submitted for chaptering to the California Community Colleges Chancellor’s Office (CCCCO) must include in the application the recommendations of the career technical education regional consortium (LARC for the LA region).

LARC Recommending Body: The LA Workforce Council, made up of a voting and alternate voting member from each of the LA-19 community colleges, is responsible for recommending programs.

PCAH

Submitted programs must align with the current iteration of the Program and Course Approval Handbook (PCAH) issued by the Chancellor’s Office (available on the LARC Program Recommendation webpage).

All submitted programs MUST align with requirements identified in the PCAH and the approved LARC program recommendation processes.

LARC’s Role in Program Recommendation

What is LARC’s role in program approval?

  • The LA Workforce Council reviews and recommends programs at their monthly business meeting to the Chancellor’s Office for approval.

What is NOT LARC’s role in program approval?

  • The LAWC does not approve programs, but recommends them. The Chancellor’s Office is the sole approver of programs.
  • Curriculum development and approval is a local process.

When is program recommendation applicable per the PCAH?

Programs Subject to This Process:

  • New, credit CTE programs (certificates of achievement [16+ semester units] and degrees)
  • Existing low-unit, local certificates for state chaptering
  • Modified programs requiring a new control number in COCI

Programs NOT Subject to This Process:

  • Modified programs that do not require a new control number in COCI (may still submit if preferred by college)
  • Noncredit programs
  • Associate Degrees for Transfer

LARC Program Recommendation Process Overview

LMI Report Request

An LMI report is requested from LA COE via their form.

Informational Item

(New Programs)

The LMI data request appears as an informational item on a business meeting agenda (provided by COE to LARC team after LMI report request is submitted). This serves as notice to the region regarding the college’s intent to develop the program.

Checklist

College ensures the following are complete/available:

  • COE LMI Report (dated within 1 year, for the program)
  • Advisory Minutes (dated within 2 calendar years, reference program)
  • (New Programs) Collegial Consultation with LAWC

Regional CTE Application

College submits an application in Regional CTE with all required attachments.

LAWC Review & Recommendation

At the respective LARC Business Meeting, which is the monthly convening of the LA Workforce Council, the LAWC will review and recommend, or not recommend, all program applications.

Recommendation Documentation

The LARC Program Recommendation Minutes (documentation required by CO) for the respective business meeting are created, reviewed, and approved in the same meeting. The approved minutes are then uploaded to the LARC website.

Informational Item: Requirement for New Programs

The month after an LMI report request has been submitted to LA COE, the LARC team receives a list of requests for inclusion as informational items on the LARC Business Meeting agenda. As part of the approved LARC Program Recommendation Process, any new programs must appear as an informational item on a LARC Business Meeting agenda prior to appearing as an action item. All meeting agendas are available in the meeting archives on the LARC website. Additionally, an informational item database has been developed.

About the Requirement:

  • Requirement for New Programs Only
  • Informational Only
    • Notice to the region of the college’s intent to explore a program
    • Not LAWC recommendation
  • Must Appear on Prior Business Meeting Agenda
    • Program may not appear as both informational and action on the same agenda
    • If the requirement is not met, the program is first added as an information item and will be eligible as a recommendation item the following month.
  • The program may appear under any of the included data request categories (e.g., New Program, College/District Program Review, Exploratory) to meet this requirement.
  • Award Type:
    • The award type does not need to be identified for certificates and AS degrees for the requirement to be met.
    • For baccalaureate degrees, they must be identified as baccalaureate data requests for the requirement to be met.
  • For baccalaureate degree programs, it is required that the LMI report request is submitted as soon as possible to ensure adequate time for the generation of the report and sufficient notice to the region.

New Programs: Action Prior to Application Submission

The following items must be completed in order for an application to be submitted for NEW PROGRAMS:

  • Informational Item: The program appeared as a data request (informational item) on a previous LARC Business Meeting agenda.
  • Collegial Consultation: The LAWC Voting Members at any colleges listed on the issued LMI report, regardless of understood program similarity or TOP code, must be contacted as part of the collegial consultation process.

The following attachments MUST be gathered prior to application submission. Submission of an application in Regional CTE without all requirements will be rejected.

  • Valid LA COE LMI Report (Required for All Applications)
    • Issued to the College
    • For the Respective Program/TOP Code
    • Dated Within One (1) Calendar Year of Submission
  • Respective Advisory Minutes (Required for All Applications)
    • Reference the Respective Program
    • Dated Within Two (2) Calendar Years
  • Collegial Consultation Documentation (New Programs Only)

In order for a program to go to the LA Workforce Council for recommendation, an application must be submitted in Regional CTE: https://regionalcte.org/.

Regional CTE:

  • Must have a Regional CTE account to submit an application
  • Utilized by all California CTE regional consortia
  • Full training regarding utilizing the website available to logged in users: https://regionalcte.org/dashboard/training

  • Select the “Register” link to create an account
  • Must utilize college email when registering
  • Multiple Colleges
    • If you submit programs for multiple colleges, you should select the college you work with most when registering.
    • The college will need to be updated during the application process whenever submitting a program for a different college.

Submitting an Application: Timeline

The deadline for submitting an application is the last business day of the month prior to the respective business meeting. For example, the deadline for submitting an application in Regional CTE for the December 2024 LARC Business Meeting will be Friday, November 29, 2024.

Program Recommendation Calendars

Program Recommendation Calendars with all dates relating to the LARC Program Recommendation Process are available on the LARC Program Recommendation webpage.

The calendars include the following dates for each month:

  • Last day to submit an application - Preliminary agenda to LAWC/uploaded
  • Last day to pull items for final agenda - LARC Business Meeting date

Submitting an Application: Introduction

All programs (new or modified) going to the LA Workforce Council for recommendation must be submitted as an application in Regional CTE.

Who should submit the application?

  • It is up to the discretion of the college who will submit the application in Regional CTE.
  • Frequent submitters of applications include college faculty, staff, and deans.
  • Anyone submitting an application in Regional CTE should ensure that they are familiar with the requirements for programs that are outlined on the LARC Program Recommendation webpage.
  • The respective LA Workforce Council voting and alternate voting members are responsible for ensuring that any applications submitted in Regional CTE for their college align with all LARC Program Recommendation requirements.

Submitting an Application: New & Draft Application Forms

A user may access the application form via the Regional CTE homepage or the user’s dashboard. The application in Regional CTE will walk the submitter through each section of the application process with additional information, as needed.

Once the program details have been entered in the application, the draft may be saved and accessed via the user’s dashboard for editing or deletion.

A valid LMI report issued by the LA Center of Excellence is required for any application submitted in Regional CTE. Please do not proceed unless you have an LMI report issued by COE that is…

  • For the respective program/TOP Code,
  • Issued to your college, and
  • Dated within one (1) calendar year of submission.

The Submitter Information is automatically loaded from your account settings.

The college identified in your submitter information MUST align with the college for which you are submitting the application.

If the college included in your Submitter Information section is NOT the college for which you are submitting the application, please complete the following:

  • Click “Go to settings.”
  • Select the appropriate college.
  • Click “Update Account.”

Submitting an Application: Program Proposal Attributes

Program Award Type

Select all program award types that apply to the application. The college should determine if one application for multiple award types or multiple applications for each award type will be submitted based on their knowledge of the programs.

Notes:

  • Certificate of Achievement selections will be compiled on the LARC Business Meeting minutes. All other award types will be included as separate approval items for combined applications.
  • You may not select the Noncredit, A.A.-T Degree, and A.S.-T Degree award types as these programs do not go through the consortium for recommendation.
  • Baccalaureate degrees may not be combined with other award types.

Submitting an Application: Supporting Documents

Upload Labor Market Information (LMI)

The respective LMI report must be uploaded in the Supporting Documents section. The LMI report must be:

  • Issued by LA COE,
  • For the respective program/TOP Code,
  • For the respective submitting college, and
  • Issued within one (1) calendar year of the application’s submission.

While the Chancellor’s Office and LAWC will base their approval/recommendation on the labor market information provided in the LA COE report, colleges are also able to upload additional evidence of labor market need, if preferred. The application will not be accepted if the LMI report is not included.

Submission

Once all information has been added to the application, the submitter must select “Submit Program” for the application to move forward to the LARC team for review. The LARC team is unable to view applications that have not been officially submitted.

Once submitted, the application will be viewable via the “Browse” feature on the website.

LARC Program Recommendation Application Review

Initial Application Review

  • The LARC Grant Project Coordinator is responsible for reviewing and processing the Regional CTE applications. All applications are reviewed to ensure compliance with the LARC Program Recommendation Process.
  • If any additional information is required, a request will be emailed to the submitter and respective LAWC voting members. The submission may be returned to drafts for edits.
  • Any requested edits must be completed by the deadline provided by the LARC Grant Project Coordinator in order for the program to be included as an action item on the next business meeting agenda.

Application Status in Regional CTE

  • Submitted: Application has been submitted and is pending approval from the LARC Team
  • Under Review: Application meets all requirements and will be included in the next agenda

LARC Business Meeting: Agenda Inclusion

Preliminary Agenda

  • All included informational and action items being brought to the LA Workforce Council are included on the preliminary agenda, which is emailed out to the LAWC and uploaded to the LARC website (available on the respective meeting page) on the fifth (5th) business day of the month.
  • Colleges are responsible for monitoring their program submissions. If any edits need to be made to the agenda, these requests must be sent to the LARC Grant Project Coordinator no later than end of day on the Monday prior to the respective business meeting.
  • Any programs submitted in Regional CTE after the deadline for the respective agenda (last business day of the prior month) will not be included in the preliminary or final agenda.

Final Agenda

The final agenda is sent to the LAWC and uploaded to the LARC website no later than 24 hours prior to the respective business meeting.

LAWC Recommendation

  • The LAWC reviews and discusses all informational items and programs brought for recommendation at the respective monthly business meeting. After sufficient discussion has taken place, the LAWC with recommend, not recommend, or delay recommendation (due to the need for additional information/action) for the programs.
  • LAWC voting members are responsible for determining if faculty or other staff members at their college should be present for a business meeting to provide additional information regarding a program that is going before the LAWC for recommendation.

LARC Program Recommendation Minutes

  • Once the final LAWC recommendations have been determined during the respective business meeting, the LARC Program Recommendation Minutes are created, reviewed, and approved in the same meeting.
  • The approved minutes are uploaded to the LARC website and emailed to the LA Workforce Council by the end of the business day. The minutes may be accessed through the Meeting Archives or the event at the bottom of the Program Recommendation webpage.
  • The LARC Program Recommendation Minutes serve as the documentation of the career technical education regional consortium recommendation of the program, which is a required attachment with the application submitted to the Chancellor’s Office.

Regional CTE

The status of the Regional CTE application is updated according to the final LAWC recommendation:

  • Recommended: New program application has been recommended
  • Informational: Modified program has been recommended
  • Not Recommended: Program has not been recommended

Baccalaureate Programs

The LARC CEO Board, composed of the LA-19 community college presidents, receives notice of recommended baccalaureate programs and baccalaureate program data requests at their quarterly meetings.
