DEPARTMENTAL EXAMINATIONS

  • Calendar of Departmental examinations for the year 2023 was issued on 26/09/2022.
  • Issued Standard Operating Procedure (SOP) on 11/08/2022 to bring uniformity in the conduct of Departmental Examination across all Circles.
  • The result of LDCE for promotion to the cadre of PS Group B for the vacancy year 2017-2018, 2018, 2019 and 2020 held on 29/11/2020 has been declared on 01/06/2022.

  • The LDCE for promotion to the cadre of Inspector Posts for the vacancy year 2019, 2020 and 2021 successfully held on 25th and 26th June, 2022 and the declaration of result is in the final stage.

  • Monitored conduct of decentralized examinations for promotion to the cadre of PA/SA, Postmen / Mail Guard & MTS up to the vacancy year 2022.

  • Filling up of all vacant posts under Mission Recruitment:
    • Plan for 1.06 Lakh Recruitment / Promotion in addition to GDS engagements.
    • 67,500 vacancies to be filled by Promotion and through GDS
    • 38,500 vacancies to be filled by Direct Recruitment (open market)
    • 14,000 vacancies of MTS (all pending vacancies covered)
    • 21,500 vacancies of Postman / Mail Guard (all pending vacancies covered)
    • 25,000 vacancies of PA / SA
    • Comfortable staff strength by June 2023

  • Rationalization of Recruitment Rules / Procedures:
    • Revised PA / SA RRs notified in June 2022 [All cadres from Level-1 to Level-3 are now eligible for promotion to PA / SA Cadre].
    • Revision of RR’s of MTS / Postman / Mail Guard / Artisan Cadre in Final stage.
    • Common examination for recruitment to MTS / Postman / Mail Guard.
    • Timely conduct of examinations.
    • GDS of Divisions sharing boundary with Delhi Circle will be considered for appointment in Delhi Circle (less number of GDS in Delhi Circle).

  • Streamlining Rule-38 Transfer:
    • Cadre management of PA/SA rationalized to facilitate more transfers.
    • Online portal developed to promote transparency.
    • 12500 (approx.) backlog requests migrated to online system.
    • 2500 (approx.) employees approved for transfer approved in one go on 04.10.2022.
    • Eligibility Criteria reduced to 1 year.
    • Option for 10 Divisions.
    • Provision for time bound relieving (20 days extendable to 60 days).

INITIATIVES BY GDS SECTION

  • MoHFW has been requested to include GDS as one of the beneficiaries under the PM-JAY scheme(Ayushman Bharat) of the Government of India.
  • GDS online engagement process has been improvised resulting in faster filling of GDS vacancies in Cycle IV of Online GDS Engagement.
  • Provisions have been made for representing against the decision of CCE in the matters of compassionate engagement.

  • Provisions made for grant of Combined Duty Allowance to Branch Postmasters (BPMS) working at Single-handed Branch Post Offices

(Letter No. 17-31/2016-GDS dated 01/02/2022).

  • Discontinued the condition of obtaining FG/Security Bonds from GDS

(Letter no. 17-18/2018-GDS dated 17/11/2021).

  • Transfer of GDS to be done online through web-application

MERGER OF PA(SBCO) & PA(FPO) WITH PA(PO)

  • The merger of PA (SBCO) and PA (FPO) with PA (PO) has been made with effect from 01/01/2023.

  • Existing employees may opt to merge with PA(PO) or continue in existing cadre

  • No fresh recruitment will be made in cadre of PA(SBCO) and PA(FPO)
