Procedure

  1. What is APL

APL is a list of products and materials the Department has verified as meeting the

requirements in the Department’s Standard Specifications. It is a part of UDOT materials

acceptance program. Listed products have been reviewed based on UDOT Standard

Specifications and can be incorporated into UDOT projects.

2. Why APL

    • Standardize the reviewing process.

Submitted product is reviewed by related specification owner division and screened

by standard form. APL ensures each product goes through the same procedure and

receives uniform decision.

    • Save time.

Listed products can be used by multiple UDOT projects without repeating the

reviewing process.

  • Select a Standard Specification year you want the product submitted.
  • Use the dropdown box to locate the R-52 form for the specification to be used for submittal.

  1. Submittals
    1. Select Standard Specification year.
    2. Manufacturer/supplier has to fill out an R-52 form based on the

specification/section the product applies.

      • PDF Forms
        • Download the form into your PC and open it with Adobe reader or Adobe Professional/DC
        • Fill out the form and save it in your PC. If you open the form with Adobe Professional/DC, the form program will run and you will get the result whether the product meets the requirements as long as you enter the information/test data. At the end you will know if your product is likely to be authorized and when the next renewal date.
        • Email the filled out form and R-52 required documents to: udotapl@utah.gov

    • Google Forms
      • Select Standard Specification Year
      • Fill out the R-52 Google Form which your product applies.
      • Click the “Submit” button at end of the form.
      • Email all required documents to: udotapl@utah.gov
      • Policy states 30 days after the R-52 form is filled out/received and all the required documents are received, UDOT APL will send you the product review result when the authorized decision of your product has been made.

  1. APL coordinator screens all the required documents and runs PDF to verify product test data is valid and meet the applied UDOT Specification.
  2. APL coordinator forwards documents and PDF form result to an APL panel member whose division owns the product applied specification for final decision.
  3. APL coordinator enters product information, test data and product reviewing decision into the APL database
  4. APL coordinator sends an email notice to the supplier/manufacturer of the reviewing decision and post the product on APL for UDOT project to choose from.

Product shelf time is 5 years from the earliest test date. It is product owner’s responsibility to start renewal process before the product expires from the APL. Product renewal process will be the same as new product review process.

  • Answer all questions and test data information.
  • After the form is complete email to udotapl@utah.gov

  • Independent Testing is required for a product to be Authorized.
  • Testing can be from a independent lab, a state certified lab, and NTPEP.
  • Test result we be accepted up to 5 years from when product was tested for approval.

  • Send product submittal to committee member for review.
  • Committee member’s decision for authorization or denial of products for placement on the APL.
  • Letter sent to Manufacturer.
  • If Authorized, Product is placed on the Authorized Products List.
  • If Denied, Product information is stored in the data base.

  2. Select a product based on the applied Specification and Section number.
  3. Enter project number and pay item number.
  4. Print a Certificate of Compliance and submit it to the RE.
