  • 28 cities responded to the RFI with 49 total stadiums (32 high capacity of which 22 meet field dimensions currently) & 17 mid-sized stadiums (think MLS)

Feedback from Community groups:

Q: Concerns on $ given the 2018 RWC 7’s

A: separate entity is making the bid (same folks that bid 2026 FIFA) vs. 2018 USAR was a majority stakeholder. Historical RWCs have 90%+ occupancy rates (Japan was 96%) so high confidence revenue exceeds expenses

Q: Concerns on $ before the event- where does it come from?

A: JV between WR and local stakeholders

Q: Opps to accelerate DE&I & concerns on World Rugby policy on trans-athletes and possibility of legal challenges if the bid is awarded to USA

A: DE&I expected to accelerate if bid awarded due to exposure. No answer on trans-athlete policy concern

Weighted Voting

  • Senior Club Council utilizes weighted voting based on the last three years of membership for decision making

  • True South was ~4% of the vote using 2017-2019 membership

  • True South grew membership 2.2% for 2019 vs. 2017 while the total declined 4.4%

  • Weighted votes will be resetting at the end of the month using 2018-2020 membership numbers w/ TS likely increasing to 5%

Super Regionals & National Championships

  • Super Regionals: round of 16
    • When: May 7/8 of 2022 or earlier
    • Who: True South, Carolina, Florida, Georgia & Texas is our region (i.e. a replacement of the South Championships)
    • Where: TBD- Unions to align on location
    • How: Two match weekend with semi-final Saturday and finals on Sunday
    • Who’s paying: Funded by $15/member SCC dues
    • What else: There will be no match minimums for competitions, and unions shall have the right to determine their champion(s) as they see fit - provided it remains on the basis of competition. Notably, individual players will still be held to minimum participation standards.

    • When: May 21/22 of 2022
    • Who: Men’s D1-3, Women’s D1&2
    • How: Two match weekend with semi-final Saturday and finals on Sunday

  • Pacific: Teams and competitions that play within the geographic area overseen by the following unions: Northern California, Pacific Northwest, Southern California, and Southwest
  • Northern: Teams and competitions that play within the geographic area overseen by the following unions: Mid-America, Midwest, and Rocky Mountain
  • Gulf Coast: Teams and competitions that play within the geographic area overseen by the following unions: Carolinas, Florida, Georgia, Texas, and the True South
  • Atlantic:  Teams and competitions that play within the geographic area overseen by the following unions: Capital, Eastern Pennsylvania, Empire, and New England
  • *Note: These regions were constructed by combining the former 'Competitive Regions.' Combinations were made based on geographic proximity and the seasonality of competitions within regions.

Player Eligibility

  • 2 qualifying matches with the club (must play in the match- not just be listed on the roster)
  • For clubs fielding multiple sides: if 66% of matches are in an upper division, the player can’t compete in playoffs in a lower division
  • Professional Rugby (MLR) players:
    • On playing in three (3) or more regular season matches with a Professional Team, a player is no longer eligible to compete with a team competing towards any USA Rugby Championship in Division 2.
    • On playing in one (1) regular season match with a Professional Team, a player is no longer eligible to compete with a team competing towards any USA Rugby Championship in Division 3.

USA Rugby Dues: $35/member

    • $16.84 for accident and liability insurance
      • Deductible reduced from $1,000 to $500 this year ($5k deductible if you don't have primary insurance)
      • $10k cap on payout. Accident Policy will pay 70% of the amount over the deductible until the policy pays out $10k
      • Liability insurance included
    • $18.16 USA Rugby HQ support
      • CMS system via Sportlomo, certificates of insurance, int'l player & tour clearances, ref and coach certification data
      • Training & Education including Ref and Coach Certs
      • Community Department as needed (currently a team of three)
      • USAR Board of Director Seat (currently Al Lucas from the Midwest)
      • Council Rep on each USAR Committee 
      • Royalty free license

      • How do we get more hands involved to spread the work as burn-out is occurring
