Collaboration & Conversation on Federal Funding for Our Schools

The Every Student Succeeds Act (ESSA) is a federal law that outlines how states can use federal money to support public schools.

In the state of New York, public schools must apply each summer to access these federal funds. Allocations are largely determined by student population and demographics, as well as family income levels.

Historically, Pine Bush CSD has received funding under ESSA via Title 1A, Title 2A, Title 3, and Title 4. Last school year 2024-2025, Pine Bush CSD received approximately $1.9M total.

What is ESSA?

A School Wide Program in PBCSD

Schools in which children from low-income families make up at least 40 percent of enrollment are eligible to use Title I funds to operate schoolwide programs that serve all children in the school in order to raise the achievement of the lowest-achieving students.

  • All 7 of our schools receive Title 1A funding
  • Academic Intervention Services in Literacy & Math
  • School Counseling Services
  • School wide literacy initiatives and programs to encourage a love for reading
  • Parent & Family Engagement
  • Temporarily displaced students (homeless)
  • PBCSD eligible children enrolled in private schools

Title 1A

Supporting Effective Instruction in PBCSD

Title II, Part A (Title IIA) is intended to fund supplemental activities that will:

  • Increase student achievement consistent with state standards,
  • Improve the quality and effectiveness of teachers, principals, and other school leaders,
  • Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools, and
  • Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

In PBCSD this currently looks like continuous professional development for teachers and school leaders through contracted, designated year-round support of experts in the field. It also looks like a robust “coaching” culture with various Teacher-Leaders assigned as Instructional Coaches to support all staff in core curriculum areas such as Literacy, Math, and Science.

Enhancing Overall School Climate for English Language Learners, Multilingual Learners

in PBCSD

Title 3 is designed to improve the education of English Learner (EL) children and youth by helping them learn English and meet challenging state academic content and student academic achievement standards. The program also provides enhanced instructional opportunities for immigrant children and youth. Funds are distributed to states based on a formula that takes into account the number of immigrant and EL students in each state.

In PBCSD This Currently Looks Like:

  • Access to ongoing professional development offerings year round for all staff through Orange Ulster BOCES
  • Digital instructional support programs such as Rosetta Stone
  • District wide annual family engagement event

Well-Rounded, Safe & Healthy, and Effective Use of Tech in PBCSD

Title IV, Part A of the Every Student Succeeds Act (Title IV-A) is intended to improve students’ academic achievement by increasing the capacity of States, local educational agencies (LEAs), schools, and local communities to provide all students with access to a well-rounded education, improve school conditions for student learning, and improve the use of technology in order to improve the academic achievement and digital literacy of all students.

IN PBCSD This Currently Looks Like:

  • Supplies and Materials to support Art, Music, and/or Physical Education/Health curriculum across all 7 buildings
  • Seal of Civic Readiness Program at PBHS
  • Security staffing in our secondary buildings
  • Teacher access to a designated district Technology Coach to increase use of appropriate and effective technology to enhance student learning.

Ensuring our temporarily displaced & homeless students have access in PBCSD

Each public school is required to designate a McKinney-Vento Liaison (In PB that’s the Asst. Sup for Business). The local liaison serves as one of the primary contacts between homeless families and school staff, district personnel, shelter workers, and other service providers. The liaison coordinates services to ensure that homeless children and youths enroll in school and have the opportunity to succeed academically.

IN PBCSD This Currently Looks Like:

  • Accessing Title 1A funds to provide homeless students with
    • School supplies
    • Backpacks
    • Healthy snacks
    • Basic clothing items - winter boots, winter jackets, hats, gloves, socks
    • Personal hygiene items - toothbrushes, deodorant, soap, shampoo/conditioner
    • Offset the cost of a field trip
