Summary (English)

The Bothnian Arc's 2026 action plan is grounded in four core values: sustainability, respect for diversity, borderless functionality, and non-competitive collaboration.

The plan aims to strengthen regional ties, identify shared challenges, and promote joint solutions that benefit the entire Bothnian Bay region.

The activities for the 2025–2027 period are structured into six work packages (WPs).

Transport Systems and Infrastructure (WP2)��

Transport Systems and Infrastructure (WP2)

aims to enhance cross-border transport, logistics, and infrastructure collaboration.

The plan emphasizes sustainable and smooth mobility, improved safety, exchange of information among transport actors and influence on regional and national decision-making.

The Bothnian Arc Cross-Border Transport Forum acts as a tool to reach the aims of smooth, safe and sustainable transport in the region.

Governance and Communication (WP1)��

Governance and Communication (WP1) focuses on steering, communication, and cooperation with Nordic and European partners, including other border committees and Interreg projects.

Key goals include improved visibility, systematic communication, updated communication plans, and stronger engagement with member municipalities.

Competitive Bothnian Bay Region (WP3)��

Competitive Bothnian Bay Region (WP3) – supports sustainable economic growth and improved understanding of regional challenges.

Activities include knowledge exchange, capacity-building, and strengthening the region’s attractiveness for businesses and residents.

Culture, Tourism, Education, and Youth (WP4)

  1. Culture, Tourism, Education, and Youth (WP4) – highlights cooperation linked to Oulu2026 and Kiruna2029 European Capitals of Culture.

Focus areas include sustainable tourism, cultural exchange, and youth programmes.

Schools and municipalities will collaborate to strengthen Nordic identity, language skills, and cross-border learning.

Cross-border Educational Program will be designed together with municipalities.

Citizens’ Role in the Green and Digital Transition (WP5)

  1. Citizens’ Role in the Green and Digital Transition (WP5) – examines societal impacts of major transitions and promotes citizen engagement through seminars, events, and dialogue.

Save the Bothnian Bay (WP6) – focuses on marine protection, environmental awareness, and cross-border activities tied to Baltic Sea Day. The initiative includes cooperation with schools and NGOs, and expanding the annual event to all member municipalities
