Regional Plan Part 1

  • The Regional plan Part 1 presents a baseline of the region. It considers the region’s stakeholders, assesses the factors affecting the region’s economic, environmental, and health conditions, and conducts detailed economic and workforce analyses.

    • Industry Cluster Analysis
    • SWOT Analysis �
  • The intention of the Regional Plan Part 1 is to ensure that the Regional Plan Part 2 takes full account of the factors shaping economic development in the region before developing strategies for recovery and transition.�
  • This baseline data can be used in your Catalyst Pre-development Fund Proposal to justify the need for this work and there are specific questions related to labor market analysis in the RFP. �

Regional Plan Part 2

  • Built on the findings of the Regional Plan Part 1, the Regional Plan Part 2 provides a holistic economic development and transition roadmap with strategies that prioritize the creation of high-quality jobs, equitable access to jobs and resources, and emphasizes developing sustainable and resilient economies and industries.

Request for Proposals

  • The Southern Border Region has secured $9 million from the State of CA Employment Development Department to fund project predevelopment activities that advance strategies set forth in Southern Border Coalition Regional Plan Part 2. �
  • The Southern Border Region will prioritize project proposals that focus on Tradeable Industries and incorporate components of Locally Serving Industries and Foundational Industries into their project. However, project proposals that only focus on Locally Serving, Tradeable, and Foundational Industries will still be considered. �
  • The objective of the Catalyst Pre-development Fund is to propel ideas and projects that achieve the following goals:
    • Workforce Training and Development
    • Community Engagement and Partnership
    • Sustainability and Climate Resilience
    • Long-term Economic Impact
    • Job Quality and Economic Mobility

Project Types

  • Types of projects eligible for Catalyst funding include:
    • Strategic Planning and Pre-Development
    • Environmental Infrastructure Development
    • Capacity Building and Project Support
  • Within these three project categories, Catalyst funds can be used for:
    • Exploratory Projects - Exploratory projects are in the early stages of development. They may be an idea or a back-of-the-envelope plan and may need dedicated funding to study and develop into potential projects and conduct feasibility assessments.
    • Planning Projects – Planning projects are those that have moved beyond Exploratory but are not yet at Last Mile. These projects will be seeking funds to launch planning efforts and are undergoing initial development activities around a specific idea or concept that has been validated by the community and regional partners.
    • Last Mile Projects - Last-mile projects have completed feasibility assessments and are considered feasible and viable projects to achieve their stated objectives. These projects have undergone initial steps towards development and must clear a few additional hurdles (e.g., site selection, permitting, and environmental review) before being considered ready to go.

Funding Overview

  • A total of $9,000,000 is available for Catalyst Pre-Development awards under this initiative in the Southern Border Region. �
  • Up to $5M is being made available during this 1st funding round. In Fall 2025, a 2nd RFP will be issued, where the remaining $4,000,000 will be made available along with any unawarded funds from this first RFP process. �
  • There is no minimum threshold for funding and projects should request the amount of funding necessary to complete the proposed statement of work. �
  • There are different funding ceilings for each of the project types, these are -
    • Exploratory Projects – Applicants may request up to $50,000
    • Planning Projects – Applicants may request up to $200,000
    • Last Mile Projects – Applicants may request up to $400,000

Technical Assistance

  • The Co-conveners & Fiscal Agent will be holding open door office hours until the submission deadline - 10/05/2025
    • Weekly on Mondays via Zoom
    • Time: 11 am - 12 pm
    • Dates: July 14th - September 29th
      • September 1st is Labor day so we will skip that day.
    • These meetings were added to the coalition calendar and shared via email.�
  • Request for 1-on-1 Technical Assistance
    • Applicants may request 1-on-1 Technical Assistance
    • The Co-conveners will work with applicants in their region of service, as feasible.
    • Please use this Google Form to request 1-on-1 Technical Assistance.

Project Registration Form

  • Lead Applicants must complete and submit the Applicant Project Registration Form.

  • This information will allow for tracking of applicants and projects during the submission and review process.

  • These information will also be used to begin building a project portfolio in the Southern Border Region.

  • Even if not selected for Catalyst funding or State Implementation funding the portfolio will allow the Co-conveners and Industry Investment Coordinators to engage with project teams around other initiatives and funding.

  • The Form requests basic information about the applicant, the team (is applicable), and name of the project.

  • Submission package should be submitted in the same email and must contain separate PDF files - The name of the submission file should match the Project Name included on the Registration Form. The package (email) must contain 4 documents with the following 5 sections “headings” (details in appendix):

File 1 (PDF 1: Project name_Castalyst Proposal):

Section 1.- Project Description (Appendix 1)

Section 2.- Project Alignment with CJF (Appendix 2)

Section 3.- Project Alignment with Southern Border Coalition (Appendix 3)

Section 4.- Project Feasibility (Appendix 4)

Section 5.- Budget (Appendix 5)

The Catalyst Proposal may also include updated information from the Project Registration, as outlined in the “Optional Catalyst Proposal Section - Updates to Registration Form.”

File 2 (PDF 2: Project name_Work Plan):

Section 4.- Project Feasibility (Appendix 4) - Must include the “Work Plan” using the provided work plan template

File 3 (PDF 3: Project name_Budget):

Section 5.- Budget Chart (Appendix 5)- Applicants must use the “Budget Template” provide, it should contain enough detail that the reviewers know how the applicant will be spending the funds to complete the statement of work. The applicant can add and remove budget categories as needed. This could be a separate PDF.

File 4 (PDF 4: Project_Letters):

Commitment Letters -A letter of commitment from organizations or entities that will contribute their expertise and time to the project without compensation. This is only required if their time and expertise are contributing to the project's feasibility score in Section 4.
