Budget Development

June 3rd BBS Presentation

SAN FRANCISCO UNIFIED SCHOOL DISTRICT

33 of 43

Overview

  • SFUSD had been working to address budget shortfalls prior to COVID-19

  • The pandemic has greatly intensified these challenges due to economic shutdown
    • Cuts to local revenues (PEEF, sales taxes, interest income)
    • Cuts to state revenues (LCFF, special programs)

  • Federal stimulus funds and/or a state budget that prioritizes education funding could improve our outlook but challenges still remain

  • Advocacy to policymakers is working and continues to be critical

33

34 of 43

State Budget Update

  • Governor’s May Revise - Identifies $54B State budget shortfall
    • Proposes 10% LCFF cuts and other education cuts unless Congress passes federal stimulus (like HEROES)
    • If stimulus is funded, most K-12 cuts are avoided
  • Legislature’s approach
    • Assumes stimulus funds are received
    • If no stimulus is passed, proposes deferrals of cash payments to districts but maintains budgetary funding for FY 20-21
  • Legislature will negotiate with Governor Newsom
  • These decisions will significantly impact the size of our budget shortfall but even the Legislature’s much more favorable approach will not address local revenue shortfalls and structural imbalance in the District’s budget

34

35 of 43

Balancing Plan

Multi-Year Solutions

  • Dramatic Deficits Remain
    • $84.5M remaining shortfall in FY 2020-21
    • $147.7M remaining shortfall in FY 2021-22 Includes $40M LWEA → Rainy Day reserve funding will be exhausted in FY 2020-21
  • State Legislature’s proposal would restore LCFF
  • District Approach
    • Advocate proactively
    • Hope for the Best
    • Plan for the Worst

36 of 43

Advocacy Efforts

  • Federal
    • SFUSD will receive $8-10 million from CARES Act
    • HEROES Act includes much more $ for school districts, states and local governments; stalled in U.S. Senate but pressure is mounting
  • State
    • Dr. Matthews + 5 other big CA districts sent CA legislators a letter asking for fiscal relief and flexibility
    • Staff + UESF continue to follow up with legislators
  • Local - Summer meals, ERAF, Prop G

36

Strong advocacy for programs and funding is critical
