Strategy Recommendations

Recommended Strategy:

Quarterly TEF Council Reviews –Coach Survey Review

TEF Council should include a senior representative from all areas included or impacted

1 to 2 from each unit to maintain balance (department & units are listed on appendix for review)

To Begin at end of Q3-25’

Begin to phase out maturity reviews based on feedback.

If possible, this same level of team maturity can be obtained via a survey from TEF coaches or Full Teams

Maintain an annual update to TEF to minimize the change of an in-place framework

The recommendation would be to aim for Q4 assessment period with an annual release in January

The communication plan should be coordinated with OCM

Provide partnership of SITMO resource & App/Dev Ownership

To coordinate quarterly TEF reviews, complete coach surveys and support rollout of version(s)

Allow for off-cycle updates when needed for major role or framework pivots

These can be approved by TEF Council on a case-by-case basis in partnership with OCM

Preference is to maintain CONDENSED version of TEF and possibly as the only version

Insights and Items to Consider:

    • Maintain TEF as a “lightweight” framework to guide teams
    • Less is More in future edits, length and detail (Condensed Version)
    • Long term role of Maturity Reviews needs to be agreed upon
      • Are these “forever” for continuous team development as members are replaced? Recommendation is to END Maturity Reviews in their current form and replace with Quarterly Survey to TEF coaches on each team
    • Replacing TEF Council members should be reviewed quarterly
      • Representatives from 4 areas above are rotated – 3 from each.
    • Aligning on major component changes early on will allow for the correct level of OCM planning and communication

Survey Results – Minimal Response

  • Most feedback was through conversation: Maturity Review process helped initially to implement and understand key areas but is not necessary or efficient for the teams going forward.
  • General Themes of all feedback:
    • Condensed version is preferred
    • Annual TEF updates were middle ground to reduce disruption
    • Maturity Reviews were valuable as follow ups to implementation. Would like to see survey substitute from Coaches. Not valuable long term.
