What is Legislation?

  • Legislation is the primary vehicle for PGSG to
  • Legislation is separated into two categories: Resolutions and Bills.
  • Resolutions are used for PGSG to make public statements or formally request action from other University groups
  • A bill is defined as legislation that affects the internal operations of the PGSG or any subset thereof, and upon passage, must be followed and upheld by the relevant members of the PGSG.

Who can write Legislation?

  • Anyone can! There is no restriction on who can write and submit legislation.
  • Non-senators who author legislation need to find a sponsor

How to write Legislation

  • Anyone can write legislation, though non-Senators must get a Senator to sponsor their bills.
  • Legislation is divided into two halves: the context, and the action
  • The context explains the reason why the legislation is being submitted and the broader context surrounding it.
  • The action explains what PGSG is doing about the issues raised in the Context section.

How to write Legislation

  • Finished Legislation is submitted to the Parliamentarian via email before the next Legislative Review Committee (LRC) Meeting
    • Please CC the Senate Chair and President
  • The LRC reviews all submitted legislation prior to the Senate meeting to determine if they do not violate the Governing Documents.
  • Authors and/or sponsors attend the meeting to discuss their legislation and approve any amendments.

Emergency Legislation

  • Legislation submitted after LRC has met but prior to Senate is normally not considered
  • In circumstances where the issue is time sensitive, legislation may be considered Emergency Legislation and bypass LRC consideration.
  • Such legislation must contain an explanation as to why it is an emergency.
  • The Senate will hold a vote to decide whether the legislation is worth considering before it is discussed.
