Player Rankings/All Star Selections

  • Player Rankings should have already been submitted.
  • Your DC may contact you to complete or revise rankings after review.
  • All Star Submissions - per number determined by DC.
    • Premier/Select Teams - balanced by division - more info at All Star Meetings
    • Players must have attended ½ the games they have been rostered and un-injured for.
    • If you think your player is a Premier All Star - that means they’re in the top 5-10% of the league so should be receiving almost all 10s.

Sideline Behavior

  • Coaches are responsible for controlling their own sideline. (Including themselves!)
    • Coaches set the tone and the example for spectators and players. (A coach who rides the refs all game induces the parents and players to do the same.)
    • No complaining, disrespect, or gestures towards any referee or about any calls. (“Hello … Thank you for refereeing … Goodbye, thanks again.” That’s it!)
    • You don’t have to agree with every call, but you DO have to control sideline dissent and misbehavior.
    • Tell parents: “Coaches Coach. Players Play. Refs Ref. Parents Cheer.”�Or: “Our referees are volunteers. We’re thankful for them. Let me handle any necessary communication with refs.”
    • Let the Referees use the Referee Words. Foul, Offside, Corner Kick, PK, etc.
    • ZERO TOLERANCE FOR DISSENT AGAINST YOUTH REFEREES! This means: immediate suspension for parents and coaches in violation.

Player Safety Etc.

  • A player must not use equipment or wear anything that is dangerous to themselves or other players. The Referee’s decisions about safety/equipment are final.
  • All items of jewelry (necklaces, rings, earrings, leather bands, string bracelets, etc.) are forbidden and must be removed. Using tape to cover jewelry is not permitted.
  • Earrings - Coaches are responsible for checking this before games. Refs will check too, but don’t make this the Referee’s problem. Talk to parents. “We can’t make her take out the earrings, but she can’t play with them in.” Suggest they take the time at home before the game to remove and wait until they get back home to replace. Doing this at the field causes delays and drama. And don’t pull the “But the ref last week let her wear them!” argument.
  • No casts, braces or hard splints are allowed - even if wrapped in soft material. “Supports” - like you can buy at CVS - without the metal/plastic internal piece - are acceptable as long as they don’t have anything that would scratch or injure another player.
  • Prescription glasses are allowed, but it is recommended that the player has a safety strap.
  • Shin guards - under socks and fully covered - avoid the “up and over”.
  • Wear full uniform as provided.

Game Cards

  • Have game cards AND PLAYERS ready to go at LEAST 15 minutes before the game.
    • Use the white cards - complete names (first and last) of all players on your team completed regardless if they are there - in jersey number order.
    • Extra cards in most sheds.

Roster Management

  • ¾ Play
    • Every player in attendance must play ¾ of the game they are in attendance for unless the roster max has been exceeded.
    • Violations will result in game forfeit.
  • Substitutions
    • Substitutions only allowed at “quarter” breaks and halftime.
    • Not a coaching break - should be no longer than a minute.
    • Clock is running and time is not added for delays in teams returning to the field.
  • Injuries
    • If a player is injured - please give the Referee a moment to check on the player - they can work through most issues. Coaches must remain off field until invited on. Parents should NEVER enter the field of play unless SERIOUS injury.
    • If the player needs to leave the field - they can be immediately replaced or team may play short momentarily to see if player can return. Once player is replaced they may not return in that quarter.
  • Changing Goalkeeper
    • Goalkeeper may be changed with any field player at a stoppage in play when requested and approved by Referee. If time wasting, may be denied. Player must wait for a stoppage and permission to return to previous position.
  • No outside players
    • Only players currently rostered to a team may play at any time. Violation will result in a forfeit.

Calls to Remember

  • Deliberate Heading (10/12U)
    • This is the head hitting the ball deliberately, not the ball hitting the head.
    • Restart is Indirect Free Kick for the other team from the point of infraction. (If it occurs inside the Penalty Area, in 10U, the Referee should move the ball to the 18 to ensure player safety.)
    • Referee should immediately stop play if a player is hit in the head with substantial force or the player seems injured.
    • Player should be temporarily removed from the match until they are cleared to return. Player may be substituted or team may play short for a period of time. Referee must be notified of intent to return to play.
  • Dropped Ball – Restart
    • If a Referee stops play for an injury, play is restarted with a dropped ball.
    • If the ball hits the Referee and changes possession or starts a promising attack, play is restarted with a dropped ball.
      • Ball is dropped to the team had or would have gained possession if this can be determined by the referee; otherwise, it is dropped for one player of the team that last touched it. The ball is dropped at its position when play was stopped.
      • UNLESS either of these occurs in the Penalty Area, which results in dropped ball to the Goalkeeper.
      • Player may dribble the ball directly from a dropped ball, but cannot score goal without the ball touching another player.
  • Offside
    • 10U - player may not be offside between the halfway line and the build-out line.
    • Offside offense requires:
      • Player is in an offside position at the moment the ball is played or touched by a teammate.
      • Then, the Player is actively involved in play by playing the ball or immediately challenging an opponent.
        • Or, interferes with an opponent (e.g., obstructing opponent, preventing opponent from seeing or playing the ball).
        • Or, gains an advantage (playing the ball after it has rebounded off the post, crossbar, or opponent making a save).

More Calls to Remember

  • Handball
    • It is NOT a foul every time the ball touches a player’s hand or arm.
    • The Referee must determine if the touch was: (1) deliberate or (2) because the hand/arm is in a position that made the body bigger and is unnatural for the situation.
    • This determination will take into account the impactfulness of the play, as well as the player’s age, skill level, etc.
  • Back Pass to the Goalkeeper
    • A violation requires a kick (i.e., with the foot) that is deliberately directed to the goalkeeper by a teammate.
    • The goalkeeper may/should kick the ball from a deliberate back pass.
    • If the Referee decides it was a deliberate pass by a teammate that is then handled by the goalkeeper inside the Penalty Area, the restart is an Indirect Free Kick.
      • In 10U - ball should be placed at the 18 to ensure player safety. All other divisions at point of the offense unless inside the goal area in which case the ball would be brought to the goal area line perpendicular to the goal line.
  • Challenging/Charging
    • Shoulder-to-shoulder challenge is generally acceptable when performed with reasonable force (even when a player is bumped away, or sometimes even when a player falls to the ground).
    • Charges to the back or with reckless or excessive force would result in a foul.
  • Throw-Ins
      • No more re-do’s. Remind your players: face the field; both feet on the ground and on/behind the touchline; throw with both hands from behind and over the head.
      • Goalkeeper may not handle a ball thrown to them directly by a teammate. IFK.

Referee Game Management Tools

  • Players
    • Referees may manage player issues by utilizing Yellow and Red Cards.
    • Cards are not typically shown in 10U matches. Referees may still verbally caution (YC) and may send off a player (RC) from a match due to conduct that would normally result in a Red Card (e.g., serious foul play, violent conduct, foul language, or second YC). In a significant event - Referees may still show cards to manage the game even in 10U.
    • A player sent-off or shown a Red Card will receive at least a one-game suspension.
  • Coaches
    • Referees may manage Coach/Assistant Coach behavior by utilizing Yellow and Red Cards.
    • Yellow Card may be given for Coach dissent, disrespectful actions (e.g., kicking things, sarcastic clapping), or the failure to take actions to control negative spectator behavior.
    • Red Card may be given for extreme Coach dissent, offensive/abusive language, a second Yellow Card, or entering the field to confront the Referee (includes during half-time or after the match).
      • Red Card to Coach/Assistant Coach results in 2 point deduction from pool play standings for the team.
      • Red Card for Coach/Assistant Coach dissent or other improper behavior will result in at least a one-game suspension.
      • If Coach is ejected and no Assistant Coach is present (or both are ejected), the match is terminated.
  • Parents/Spectators
    • Parents/spectators may be ejected from a game for disruptive behavior, dissent towards a referee, dissent against a youth referee, foul language, or entering the field of play (among other things). Coaches will be asked to remove the offending spectator.
      • Ejection of a parent results in 2 point deduction from pool play standings for the team.
      • Ejection of a parent will result in at least a one-game suspension.
      • If disruptive behavior repeats or is sufficiently serious, all team spectators may be barred for at least the next game.

Referee Coverage

  • Teams are still expected to provide referees throughout the tournament.
  • Some games will have more experienced referees as CR - teams should focus on filling at least one AR per game day.
  • Team parents should try to avoid signing up for games in their own pool. In almost all cases - the game after is NOT the same pool so should be the priority.
  • Coaches who Referee:
    • Their own games: may not CR or AR
    • Games in their pool: may not CR, and should try not to AR
    • Games outside their pool, but in their division: may AR and should try not to CR
    • Games outside their division (e.g. 10UG coach in 10UB): may CR and AR

  • 10UB: 24 Teams, 6 groups. Group winners plus 2 next highest point totals (wild cards) advance to quarterfinals.
  • 10UG: 24 Teams, 6 groups. Group winners plus 2 next highest point totals (wild cards) advance to quarterfinals.
  • 12UG: 12 Teams. 3 groups. Top TWO in each group plus 2 next highest point total (wild cards) advances to quarterfinals.
  • 12UB: 16 Teams. 4 groups. Top TWO in each group advance to quarterfinals.
  • 14UG: 6 Teams. Round robin then seeded/bye QF then Semi/Final.
  • 14UB: 8 Teams. 2 Groups. Winners of each group advance directly to Final.

Beach Cup Pool Play Standing

Pool Play standings will be determined as follows:

  • Win: +6 points; Tie: +3 points; Loss: 0 points
  • Goals: +1 point per goal scored, up to three per game, win or lose
  • Shutout: +1 point (0-0 tie considered a shutout)
  • Red Card: -2 point deduction for (i) each send-off (Red Card) of coach, or assistant coach, and (ii) each ejection of a spectator
  • Forfeit: Game will be scored a 2-0 loss. Winner receives 9 points
  • Double Forfeit: Both teams receive 0 points

TIE BREAKERS - Pool Play standings that result in Ties will be decided by the following:

1. Head to head competition record (team who won in pool play advances)

2. Highest Adjusted Goal Differential*

3. Fewest Adjusted Goals against*

4. Most Adjusted Goals for*

5. Most Wins

6. Fewest Losses

7. Coin Toss

*Goals for, Goals against and differential are adjusted to a max of 3 per game

  • At the conclusion of the game, the WINNING coach (in case of tie, the HOME team coach) will take pictures of the FRONT and BACK of the game cards.

  • Select Date and Division and attach photos for upload.
  • Pool Standings will updated throughout the day.

Forfeits

  • Forfeits within a pool play tournament are extremely disruptive.
  • Minimum players available to play/continue a game:
    • 10U - 5 players
    • 12U - 6 players
    • 14U - 7 players
  • Teams that are declared a forfeit will be scored 2-0 and be recorded as 9 points.
    • All efforts shall be made in good faith for a team to play in their scheduled match. Any team that is found to collude with another team to create a forfeit scenario benefiting one of the teams will result in the termination of both teams from the tournament. If for any reason, foreseen or otherwise, a team cannot continue play in the Beach Cup and ample time is provided, another team may be selected as a replacement. The Regional Commissioner and Tournament Director(s) shall first discuss with the Division Commissioner before choosing either the pool runner-up or another qualified wild card team from all pools.

Blowouts

A blowout is defined in AYSO as greater than a 5-goal differential in the final score.

What can you do to avoid blowouts? See “AVOIDING BLOWOUTS” at AYSO18.org:

    • Have a plan. Don’t get caught with a 5-goal lead and no clue how to stem the tide. That lead can quickly become 8, 9 …
    • Adjust early. Take subtle action when the goal differential reaches 3 - there is no point benefit over a 3 goal lead.
    • Rotate player positions on the dominant team. Assign goal-scorers to positions on defense or goalie (or sub them out for a quarter).
    • Put your best player in goal.
    • Have your weaker players take all throw-ins, free kicks, and penalty kicks.
    • Limit the number of players in the opposing team’s half of the field.
  • Teams that win by more than five goals may receive a point deduction for every goal above a 5 goal differential up to a maximum of 3 point deductions. Point deduction decisions are at the discretion of the Regional Commissioner and the Beach Cup Directors with input from Referee Staff.
  • Coaches that do not attempt to properly manage blowouts - especially on top/bottom seeded games may also face suspension.

Field Monitors/Dogs

  • Board members will be in attendance at most fields during the playoffs acting as Field Monitors.
  • They are not there to do your job for you - your sideline is still your responsibility - but you can ask for their help if needed.
  • If the Field Monitor asks you or anyone on your sideline to conform to the rules - please support them immediately. They have the ability to excuse ANYONE from the field.
  • NO DOGS. Dogs on your sideline will incur a one point per game penalty. If your parents don’t know by now dogs aren’t allowed - please remind them.
    • Only exception is at Clark Field and Hermosa Valley Park - dogs must be 10 YARDS from touchline and securely leashed.
