Congress and Afterschool Funding – Calendar for FY 25

  • March 2024: President’s State of the Union Address (March 7) and budget proposal (March 11), as well as a congressional budget resolution for FY 2025
    • Afterschool Alliance starts conveying request for $750 million increase to Capitol Hill
  • April/May/June 2024: Appropriations subcommittees and full committees mark up bills (maybe), based on the budget caps set in the Fiscal Responsibility Act
  • June 10-11 2024: Afterschool for All Challenge
  • July 2024+++
    • Speaker Johnson wants to resolve spending bills early so Members can hit the campaign trail without government closures as a possibility

WIOA and YWRA

    • Workforce Innovation and Opportunity Act - HB 6655
      • Invests in Labor Department job training and other programs
      • Proposed changes address opportunity youth and how to serve them
      • Bipartisan bill has passed the House Education Committee
    • Youth Workforce Readiness Act - S. 454/HB 3416
      • Establishes a competitive grant through the U.S. Department of Labor’s Employment & Training Administration for eligible national, youth-serving out-of-school time organizations providing youth workforce readiness programs for youth between the ages of 6 to 18.
      • Also re-establishes Youth Councils to work in coordination with local workforce boards providing expertise in youth policy.
      • Programs will focus on four overarching pillars that support youth workforce readiness.

State Budget Appropriations – New in 2022 & 23

Alabama - 2022

    • $1.5 million in 2022 for Afterschool and Summer Program. Additional $1.3 million provided in 2023 for $2.8 million in total funding

Minnesota - 2023

    • $30 million appropriated over 4 years ($7.5M annually) for the Afterschool Community Learning Grant program in 2023.

Michigan - 2023

    • $50 million for afterschool in 2023, with 60% to CBO’s. in 2022, state utilized $25 million in ARP funds for afterschool, now continuing with state dollars.

New Mexico - 2023

    • $20 million for out-of-school time programs, $10 million of which is for afterschool and summer programs.

Texas- 2023

    • $5 million over 2 years ($2.5 million annually) for out-of-school time programs run by CBO’s.
